A governança do sistema federal de alerta de risco de desastres associados a deslizamentos no Brasil

Resumo: Brazil is a signatory to several international commitments aimed at improving disasters risk prevention mechanisms and alert systems. This paper proposes to understand how the governance of landslide warning systems at federal level, is based on four dimensions: predictability, transparency, participation and accountability. For this, the following documents relating to federal legislation were considered: National Politics for Protection and Defense, National Disaster Risk Management and Responsiveness Plan, Multiannual Plans, Annals of the 1st National Seminar on Alerts of Cemaden, Project for Strengthening the National Strategy for Integrated Management in Natural Disaster Risks - GIDES, Practical Guide to The Use of Alerts of the Federal Government; in addition, two international documents - Sendai Framework for Disaster Risk Reduction 2015-2030 and Multi-Hazards Early Warning Systems - Checklist (WMO); and the public policy instruments generated focusing on the axes of risk knowledge and monitoring. The analyses of the documents sought to answer whether it is possible to establish a responsibility matrix capable of guiding the public governance process for its management, based on the documental and legislative basis chosen. The methodology work employed consists of an analysis form for the comparison of documents composed of: principles, rules and objectives; competencies; standardization, protocol and methodologies; and resources – human, economic and financial. As a result, we found that the federal budget pieces (Multiannual Plans 2012/2016, 2017/2020 and 2021/2004) of the period highlighted for the research do not apply to the proposed methodology because they lack the elements of the analysis form. Other documents partially meet the topics provided for the methodology and, therefore, it was possible to establish the comparison of the governance dimensions present. We verified that it was not possible to achieve a Responsibility Matrix for governance because the assumptions for its structuring were absent. We propose the adoption of the cycle of public policies for the setting of steps aimed at improving the governance at federal level for landslides warning systems. Finally, we point out the possibility of future research with the use of the same methodology focused on the communication axes and response capacity, that should cover State and municipal documents to understand the alert system as a whole chain, since it is in the Municipal level, fundamentally, where occurs the greater impact actions regarding the vulnerable population to disasters.

Este trabalho propõe compreender como se dá a governança do sistema federal de alerta de risco de desastres relacionados a deslizamentos, a partir de quatro dimensões: previsibilidade, transparência, participação e prestação de contas. Para tanto, foram considerados os seguintes documentos referentes à legislação federal: Política Nacional de Proteção e Defesa Civil, Plano Nacional de Gestão de Riscos e Resposta a Desastres Naturais, Planos Plurianuais, Anais do I Seminário Nacional de Alertas do Cemaden, Projeto de Fortalecimento da Estratégia Nacional de Gestão Integrada em Riscos de Desastres Naturais - GIDES, Guia Prático de Utilização de Alertas do Governo Federal; além de dois documentos internacionais - Sendai Framework for Disaster Risk Reduction. 2015-2030 e Multi-Hazards Early Warning Systems -Checklist; e os instrumentos de políticas públicas gerados com enfoque nos eixos de conhecimento de risco e de monitoramento e alerta. As análises dos documentos buscaram responder se é possível instituir uma matriz de responsabilidade capaz de orientar o processo de governança pública para sua gestão, a partir da base documental e legislativa elegida. A metodologia de trabalho empregada consistiu em uma ficha de análise para a realização do comparativo dos documentos composta por: princípios, regras e objetivos; competências; padronização, protocolo e metodologias; e recursos – humanos, econômicos e financeiros. Como resultado, verificou-se que as peças orçamentárias federais do período destacado para a pesquisa (Planos Plurianuais 2012/2015, 2016/2019 e 2020/2023) não se aplicam à metodologia proposta por lhes faltarem os elementos da ficha de análise. Outros documentos atendem, parcialmente, os tópicos previstos na metodologia e, portanto, foi possível estabelecer o comparativo das dimensões de governança presentes. Constatou-se que não foi possível alcançar uma Matriz de Responsabilidade para a governança por estarem ausentes os pressupostos para a sua estruturação. Propõe-se a adoção do ciclo de políticas públicas para a fixação de etapas visando a melhoria da governança no nível federal do sistema de alerta para deslizamentos.
