In the last decade, the term Local Productive Arrangement became popular as a form of organization of industrial clusters within the Brazilian territory. These systems were treated as tools of industrial policies that could be encouraged, result in job creation and social welfare, economic growth, exports and local technological development. Such arrangements would take as an intrinsic feature, the interdependence of economies external and local resources, increasing the competitiveness of companies within it. APL name has become common label used by public agencies and private institutions in Brazil since the early 2000s, interested in investing in its organization as a stimulus to economic development, but often without the expected result by the lack of adequate methodological criteria. In this specific case, we will work these concepts in a geographic-economic vision, based on the municipality of Jaú / SP, which has about 40% of its GDP (Gross Domestic Product) generated by the footwear industry, with its industrial activity It is almost entirely focused on the production of women's shoes, using leather as the main raw material for manufacturing. At work, we seek to point out the historical context in which the activity in the city, the influence of the same through the decades in their development and the actors who participate and exert effective influence within the arrangement
