With intense reflections in the still fragile field in science, this research focuses on the analysis of social impact of Living Services and Strengthening Linkages for Elderly (LSSLE). Prior to 2009 (year of regulation of the National Grading social assistance services), these services are recognized by the Social Assistance Policy as ―Social Centers for the Elderly‖ and after 2009, they are ―processed‖ in LSSLE. Due intense socio historical transformations around the CCIs and currently the LSSLE which presupposes the intensity of the ―re-ordering‖ of LSSLE nationwide, the essence of these services are constant metamorphosis. Faced of constant changes, the impact assessment becomes a relevant way in the consolidation of services because this conjuncture affects and prevents the concreteness of the essence of such services. In this sense, we have the procedures of analysis, bibliography research, documentary and field. This is a research with qualitative methodological approach and the method adopted sets in the dialectic. The bibliographic search examined the worker aging as an expression of social issue and investigated the emergence of CCIs in the international and national level, its configuration and features, this analysis directed toward LSSLE, assistance policy and the complexity of human aging. The documentary research plunged into the essence of documents and legislations that approach the constant transformation of these services and policies. The field research, having as universe LSSLE the city of Franca-SP, focused on the analysis of social impact, having as subject of social workers LSSLE and the monitoring and assessing of Development Secretariat and Social Action of city.
