Paraná’s Borderland Strip: barriers to Land Law Governance

Resumo: The Borderland Strip region has restrictions on property rights. About 35% of Paraná's municipalities are located on this region, immersed in legal insecurity, frequent agrarian’s conflict, and land uncertainties. The article presents elements of analysis of the dimensions of rural land regularization in this region, through the systematization of mappings, sampling, documents, and statistical surveys. It observes discrepancies between official data, possessions, and subdivisions, pointing to the lack of a computerized system, scarce budgetary resources, and a reduced number of servers in a scenario where the administrative apparatus creates problems for itself. The results indicate several research possibilities in order to find out what the real conditions of non-owners in this strip are in relation to the ratification and regularization of their properties.

Cerca de 35% dos municípios paranaenses situam-se nessa região, imersos em insegurança jurídica, frequentes conflitos agrários e incertezas fundiárias. O artigo apresenta elementos de análise das dimensões da regularização fundiária rural nessa Faixa de Fronteira, por meio da sistematização de mapeamentos, levantamentos amostrais, documentais e estatísticos. Os resultados demonstram entraves para a Governança Fundiária dos imóveis do INCRA e da União Federal, atravessados por contingências históricas imobilizadoras de políticas públicas de regularização fundiária rural. Observa-se discrepâncias entre dados oficiais, posses e subdivisões, apontando para falta de sistema informatizado, recursos orçamentários escassos e reduzido número de servidores num cenário em que o aparato administrativo cria problemas para si mesmo.
