Resumo: The paper aims to analyze the National Solid Residues Policy and the situation of the collectors in Brazil, as a matter of citizenship of the parties. In this view, we examine the public policies about this subject, as the necessity of participation of the Brazilian community in these policies in an active and responsible way. This article points to the necessity of the existence of policies to the correct destination of solid residues as the social inclusion and economic independence of the (recyclable and reusable) collectors in Brazil.
