Resumo: It was investigated, in this thesis, the context of fuel distributors. Adopted this type of business due to the environment be extremely dynamic and guided on organizational routines essential in operations and competitiveness. In this sense, the main objective of this research was to analyze the influence of the dynamic capabilities, mediated by absorptive capacity, the operating performance of fuel distribution bases in the Industrial Port Complex of Suape/PE. In theoretical aspects, three constructs are considered in this research: i) dynamic capabilities; ii) absorptive capacity; iii) operational performance. In relation to the study of the dynamic capabilities, it was opted for the line of evolutionary economics by Nelson and Winter (1982), whose premise considers that they are present in the organizational routines. About the absorptive capacity construct it was used the Zahra and George model (2002) that considers the steps of ‘acquisition’ and ‘assimilation’ as potential absorptive capacity and the steps of ‘transformation’ and ‘exploitation’ as realized absorptive capacity. And when it comes to operating performance, the investigation of this construct was grounded on the studies of Garvin (1993) in which they assess the ‘cost’, ‘quality’, ‘flexibility’ and ‘delivery’. Shortly thereafter, it was built a conceptual model establishing three research assumptions that were investigated in this thesis. Regarding the methodological procedures, adopted mixed sequential method. The research is exploratory and descriptive in its nature, having as analysis unit the organizational routines of fuel distributors in the Industrial Port Complex of Suape/PE and, in turn, it was used to study the strategy of multiple cases. In this way, it was involved two steps: the first qualitative and the second quantitative. On qualitative step, interviews with professionals from distributors of fuels that exercised coordination and management positions associated with the selected routines to perform the study. To carry out the interviews it was developed a structured questionnaire with open questions. From the analysis of these interviews has drawn up a questionnaire structured and closed that was applied in quantitative research stage contemplating a sample of 70 respondents. In qualitative data analysis was applied to content analysis technique of Bardin (2006) for the categorization process a priori. In the quantitative data analysis, for the comparison of averages between small, medium and large distributors, it was applied the non-parametric test of Kruskal-Wallis (KW). In addition, we used the technique of confirmatory factor analysis together with structural equation modeling in order to test the hypotheses that emerged from the qualitative analysis and discussion of the theoretical model. With the data triangulation, the results showed that there are significant differences in the operational performance of small, medium and large distributors when compared with each other. In addition, the relationship between the dynamic capacity and operational performance was highlighted, once found the need of these organizations carry out properly their respective operational routines in line with the guidelines of the industry regulators. The relationship between the dynamic capacity and absorptive capacity also confirmed due to distributors demand knowledge to follow and promote potential changes and adjustments in their routines. However, the relationship of mediation involving the absorptive capacity is not supported because the stages of acquisition, assimilation and transformation are not so well developed by distributors. Thus, the only step that turned out was the exploitation. For this reason, to be offered an alternative model which would test the incidence only of this stage, verified that the mediation was evidenced.

Adotou-se esse tipo de empresa devido ao ambiente ser extremamente dinâmico e pautado em rotinas organizacionais essenciais nas operações e na competitividade. Nesse sentido, o objetivo central desta pesquisa foi analisar a influência das capacidades dinâmicas, mediadas pela capacidade de absorção, no desempenho operacional de bases distribuidoras de combustíveis no Complexo Industrial Portuário de Suape/PE. Nos aspectos teóricos, três construtos foram considerados para esta pesquisa: i) capacidades dinâmicas; ii) capacidade de absorção; iii) desempenho operacional. Em relação ao estudo das capacidades dinâmicas, optou-se pela linha da economia evolucionária de Nelson e Winter (1982), cuja a premissa considera que elas estão presentes nas rotinas organizacionais. No que se refere ao construto capacidade de absorção foi utilizado o modelo de Zahra e George (2002) que consideram as etapas de ‘aquisição’ e ‘assimilação’ como capacidade de absorção potencial e as etapas de ‘transformação’ e explotação’ como capacidade de absorção realizada. E no que concerne ao construto desempenho operacional, a investigação foi pautada com base nos estudos de Garvin (1993) em que se avaliam o ‘custo’, a ‘qualidade’, a ‘flexibilidade’ e o ‘prazo de entrega’. Logo em seguida, foi construído um modelo conceitual estabelecendo três pressupostos de pesquisa que foram insvestigados nessa tese. Quanto aos procedimentos metodológicos, adotou-se o método misto sequencial. A pesquisa é de natureza exploratória e descritiva, tendo como unidade de análise as rotinas organizacionais das distribuidoras de combustíveis no Complexo de Suape/PE e, por sua vez, foi utilizada a estratégia de estudo de múltiplos casos. Dessa forma, foram envolvidas duas etapas: a primeira qualitativa e a segunda quantitativa. Na etapa qualitativa, foram realizadas entrevistas com profissionais de distribuidoras de combustíveis que exerciam cargos de coordenação e de gerências. Para a realização das entrevistas foi desenvolvido um questionário estruturado com questões em aberto. A partir da análise dessas entrevistas elaborou-se um questionário estruturado e fechado que foi aplicado na etapa quantitativa da pesquisa contemplando uma amostra de 70 respondentes. Na análise de dados qualitativa foi aplicado a técnica de análise de conteúdo de Bardin (2006) para a realização do processo de categorização a priori. Na análise de dados quantitativa, para a comparação de médias entre pequenas, médias e grandes distribuidoras foi aplicado o teste não paramétrico de Kruskal-Wallis (KW). Além disso, foi utilizado a técnica de análise fatorial confirmatória juntamente com a modelagem de equações estruturais visando testar as hipóteses que emergiram da análise qualitativa e da discussão do modelo teórico. Com a triangulação dos dados, os resultados apontaram que existem diferenças significativas no desempenho operacional das pequenas, médias e grandes distribuidoras quando comparadas entre si. Além disso, a relação entre a capacidade dinâmica e o desempenho operacional foi evidenciada, uma vez que se verificou a necessidade dessas organizações executarem adequadamente suas respectivas rotinas operacionais alinhadas com as diretrizes dos órgãos reguladores do setor. A relação entre a capacidade dinâmica e a capacidade de absorção também se confirmou devido as distribuidoras demandarem conhecimentos para acompanhar e promoverem potenciais mudanças e adequações nas suas rotinas. Contudo, a relação de mediação envolvendo a capacidade de absorção não se sustentou devido as etapas de aquisição, assimilação e transformação não serem tão bem desenvolvidas pelas distribuidoras. Assim, a única etapa que se mostrou relevante foi a explotação.
