As orientações associadas à exploração (exploration) e à explotação (explotation) do conhecimento e a avaliação do desempenho: um estudo em micro e pequenas empresas e startups brasileiras participantes de um programa de subvenção econômica

Resumo: This thesis involved three constructs of the organizational strategic area: exploration, exploitation and performance. The objective was to identify the link between exploitation and exploration and the level of performance of micro-enterprise and startups companies approved in an economical subvention program. From this point on, seven specific objectives and a general hypothesis were stated. In order to reach the general and specific objectives of this work, a quantitative research was conducted. Such research analyzed companies pertaining to various sectors, located in the State of Sao Paulo and approved to receive financial subsidies from the first public program developed for providing support to prospective companies the PRIME (Programa Primeira Empresa Inovadora), held in 2009. The informants were managers who worked for the companies subject to this research. The structured and closed questionnaire was applied in 18 companies amongst 80 and involved the utilization of two scales. One was used for measuring the orientation for exploration and exploitation developed by Popadiuk (2012), and the other was the adaptation of the proposed scale developed by Gupta and Govindarajan (1984). Both exploration and exploitation concepts were based in the proposal of Popadiuk (2012) which is translated to six dimensions: organizational knowledge practices, innovation practices, strategic focus, competition, partnerships and efficiencies that originated six specific objectives. The performance concept, however, was translated to a specific objective. Each questionnaire was individually analyzed through descriptive statistics complemented by secondary data, conducted through the companie website. The Data Triangulation technique was used in the analisys aiming to obtain a higher level of reliableness in the results. The results revealed that 10 companies were considered the most successful. Such companies present a more predominant orientation to exploitation. However, 9 out of the companies considered the most successful ones presented practical dimensions of knowledge and exploitation-oriented innovative practices. From an academic perspective, the contribution of this paper brings in is the major understanding on how micro-enterprise and participants start-ups of support and incentive programs to innovation act in relation to the activities of exploration and exploitation. From a business perspective it provides an understanding on how such activities influence performance.

O objetivo foi identificar a existência de correlação entre explotação e exploração e o grau de desempenho de micro empresas e startups aprovadas em um programa de subvenção econômica. A partir disso, sete objetivos específicos e uma hipótese geral foram enunciadas. Para o atingimento dos objetivos gerais e específicos desta dissertação foi desenvolvida uma pesquisa de caráter quantitativo, tendo como nível de análise empresas pertencentes aos mais diversos setores, localizadas no Estado de São Paulo e aprovadas para receber subsídios financeiros do primeiro programa de natureza pública desenvolvido para apoiar empresas nascentes o PRIME (Programa Primeira Empresa Inovadora), realizado em 2009. Os informantes consistiram em gestores que trabalhavam nessas empresas. O questionário estruturado e fechado foi aplicado em 18 empresas de um universo de 80 e envolveu a utilização de duas escalas. Uma para a mensuração das orientações para explotação e exploração, desenvolvido por Popadiuk (2012) e a outra foi a adaptação da escala proposta por Gupta e Govindarajan (1984). Os conceitos de exploração e explotação foram baseados na proposta de Popadiuk (2012) que é traduzida por seis dimensões: práticas de conhecimento organizacional, práticas de inovação, foco estratégico, competição, parcerias e eficiência que originaram seis objetivos específicos. Já o conceito de desempenho ficou traduzido por um objetivo específico. Cada questionário foi analisado individualmente por meio de estatística descritiva complementada com dados secundários, por meio das pesquisas nos websites das empresas. Para as análises, foi adotada a técnica de triangulação dos dados, visando à obtenção de maior confiabilidade dos resultados. Os resultados revelaram que 10 empresas foram consideradas mais bem sucedidas. Tais empresas apresentaram uma orientação predominante para a explotação. No entanto, 9 das empresas consideradas mais bem sucedidas apresentaram as dimensões práticas de conhecimento e práticas de inovação com orientação para a exploração. A contribuição desta dissertação se revela, do ponto de vista acadêmico, ao maior entendimento de como micro empresas e startups participantes de programas de apoio e incentivo à inovação se comportam em relação as atividades de exploração e explotação.
