Agenda ambiental portuária local : análise de efetividade nos principais portos públicos nordestinos

Resumo: Ports are logistical structures that aggregate development whose operation generates environmental impacts, therefore, this conciliation of economic interests, environmental preservation and social growth reveals a favorable scenario for environmental management instruments to be permanently evaluated, even as a way of protecting the right Constitution of a general character to the balanced and sustainable environment. One of these instruments is the Local Port Environmental Agenda, created by the Interministerial Commission for Sea Resources in 1998, whose function is to be a beacon of environmental compliance. The objective of the study was to promote the analysis of the effectiveness of the agreement of its terms at the local level within the scope of the 09 main Northeastern public ports. Throughout the research, documents and information were collected and questionnaires were applied that had two uses, the first was to measure among 10 specialists in the port area the importance of each thematic axis, the second to collect the opinion and information of the representatives of the environmental area of each port studied. The qualitative and quantitative methodology made it possible to evaluate the scope and effectiveness of environmental management in relation to the six thematic axes studied and provided an extensive analysis in order to get an understanding of the strengths and weaknesses of each public port studied, on a comparative basis and with specific indicators. As a result, none of the ports studied presented highly unsatisfactory compliance or unsatisfactory compliance. The ports of Maceió, Salvador and Natal showed a moderate level of environmental compliance, with 54%, 51% and 44%, respectively. The ports of Itaqui (83%), Aratu (78%), Cabedelo (71%) and Recife (71%) had a satisfactory level of environmental compliance. Effectively, the Ports of SUAPE and Mucuripe showed a highly satisfactory level of compliance with 98% and 90%, respectively. As a technical-scientific product the elaboration of Local Port Environmental Agendas as a legal and mandatory item to be observed in the contractual concession instruments, in the fiscal rules and in the instruments of agreement of port exploration in Brazil.

Um desses instrumentos é a Agenda Ambiental Portuária Local, criada pela Comissão Interministerial de Recursos do Mar em 1998, que tem como função ser balizador de conformidade ambiental. O objetivo do estudo foi promover a análise da efetividade da pactuação dos seus termos em nível local no âmbito dos 09 principais portos públicos nordestinos. Ao longo da pesquisa levantouse documentos e informações e aplicou-se questionários que tiveram duas utilidades, a primeira mensurar entre 10 especialistas na área portuária a importância de cada eixo temático, a segunda coletar a opinião e informações dos representantes da área ambiental de cada porto estudado. A metodologia quali-quanti permitiu avaliar o alcance e efetividade da gestão ambiental em relação aos seis eixos temáticos estudados e proporcionou ampla análise de modo a obter uma compreensão dos pontos fortes e fragilidades de cada porto público estudado, em bases comparativas e com indicadores determinados. Obteve-se como resultado que nenhum dos portos estudados apresentou conformidade altamente insatisfatória ou conformidade insatisfatória. Os portos de Maceió, Salvador e Natal apresentaram nível de conformidade ambiental moderado, com 54%, 51% e 44%, respectivamente. Já os portos de Itaqui (83%), Aratu (78%), Cabedelo (71%) e Recife (71%) apresentaram nível de conformidade ambiental satisfatório. Efetivamente, os Portos de Suape e Mucuripe apresentaram nível de conformidade altamente satisfatório, com 98% e 90%, respectivamente.
