Our research will be around "STRUGGLES AND STRENGTH OF RESIDENTS OF RECIFE CITY PERIPHERY (1955-1988)". In many moments of history it was shown that the inhabitants of the periphery are defined as those excluded from history who could be protagonists from the moment they got together and organized themselves as a class. On the outskirts of the city of Recife was no different. The popular, excluded from citizenship, have teamed up to make it possible to have their rights guaranteed, this union happened through the neighborhood associations. Spurred by the mayor Pelopidas Silveira, neighborhood associations arise from the year 1955, they had the task of serving as a bridge between the city and the population of outlying communities. After the 1964 coup many of them are closed and prohibited, but social movements neighborhood resurface with the support of the Catholic Church Progressive, which plays an important role in the continuity of the few remaining social movements during the dictatorial period, even under harsh surveillance and repression by police apparatus structured by the state of exception. This resistance experience was important for the strengthening of neighborhood movements during the 1980s and the formation of a new democratic, more participatory and popular, which could include those excluded from society, expanding access to citizenship. This thesis aims to study the "struggles and resistances" of the residents of the periphery through the neighborhood associations before and during the military dictatorship, seeking to highlight their training and practice; their resistance tactics and survival, the ways in dealing with the surveillance and repression promoted by DOPS-PE within a social control policy; and how the practices within the associations contributed to the perception of the importance of democracy in the struggle for justice and social inclusion.
