Políticas públicas e capital social para o desenvolvimento local da pesca e da aquicultura no Vale do Piancó - Paraíba (2003 – 2007)

This work is a mapping of public policies for the local development of artisanal fisheries and aquaculture in the Vale do Piancó region, Paraíba, between 2003 and 2007, through the projects established by governmental organizations. Specifically, it analyzes, in the projects identified, the construction of interinstitutional social capital for local development. The importance of social capital in the construction of local development (COSTA, 2003; FRANCO, 2005; SAWAYA, 2006) has determined that the concerns of this research turn to partnerships established for the implementation of fisheries and aquaculture projects in a region with the potential of Two billion cubic meters of stored water. Methodologically, we initially started with the mapping of public policies through the internet, printed documents and reports from government institutions that develop actions for this public in Vale do Piancó; In the second moment, interviews with managers, technicians and fishermen / aquaculture representatives were carried out. Although there are several projects proposed by seven government organizations in the region under study that attended almost all of the nineteen municipalities studied, none has managed to achieve sustainability. The interinstitutional social capital is reduced, translated into partnerships that involve a maximum of three organizations during the planning and execution of the projects. This type of social capital is proposed and deliberated at the state level, but is not constructed from discussions with local fishing communities. In this way, stakeholders in the fishing industry in the region do not appropriate partnerships or public policies. This may be contributing to the many failures of the projects for fishing and aquaculture in the Pianco Valley. In the projects studied, the fragility in the formation of interinstitutional social capital was evidenced from the place that contributes to the success of the public policies destined to the fishing sector for the sustainable development of the region.
