Representações sociais de gestores públicos e atores sociais sobre a política de segurança alimentar e nutricional como meio de consumo coletivo

Resumo: In spite of the achievements and advances in the field of concepts and the existence of a set of standards in the relevant legislation that ensures the food and nutritional security as a right of all to regular access and permanent the quality food, in sufficient quantity, without compromising access to other essential needs, studies have identified the existence of problems and situations that limit the realization of goals and guidelines of the National Policy on Food and Nutritional Security. In the perspective of understanding the determinants of this problem, this study aims to analyze the social representations of public managers involved with the set of programs, projects and actions that are members of the State Plan for Food and Nutrition Security and social actors representatives of components of the State System of Food Security and Sustainable Nutritional, about the determinants that lead to configuration the problem of realization of the goals and guidelines of the National Policy on Food and Nutritional Security. In view of the nature of the object of study, we adopted the approach qualiquanti, making the case study research strategy that is most appropriate for your research. In order to understand the interpretations, ideas, visions, concepts, that the public managers and social actors have about the issue in question, we used the Theory of Social Representations advocated by Serge Moscovici. The structured interview was the main technique of data collection. In accordance with the objectives of the study, the survey was conducted with eight public managers and with eight social actors, totaling 16 participants. The analysis of social representations reveal the magnitude of the aspects/factors that constitute the problem of realization of the goals and guidelines of the National Policy on Food and Nutritional Security. Among the aspects/ factors identified as determinants of this problematic is the lack of information on the part of social actors and public managers about the dimensions that comprise the concepts of SAN of DHAA, SISAN and Food Sovereignty and about the role of the State as a provider of social demands; the non-identification, analysis and dissemination of the factors affecting the food insecurity in the state; the lack of intersectoral action among other sectors for the development of programs, projects and actions for SAN; the actions that integrate the PLANESAN does not promote the Human Right to Adequate Food; the non-compliance on the part of the state of their role in realization of food sovereignty; the limitation of resources As one of the aspects that most influence in the development of projects, programs and actions of PLANESAN. It is based on the analysis of social representations of public managers and social actors, corroborating other studies, that the aspects/factors presented are limited to implementation, the results and the progress of programs, projects and actions that make up the National Plan for Food and Nutrition Security, violating the human right to adequate food.

Na perspectiva de compreender os determinantes desta problemática, este estudo tem como objetivo analisar as representações sociais dos gestores públicos envolvidos com o conjunto dos programas, projetos e ações integrantes do Plano Estadual de Segurança Alimentar e Nutricional e dos atores sociais representantes dos organismos componentes do Sistema Estadual de Segurança Alimentar e Nutricional Sustentável, acerca dos determinantes que levam à configuração da problemática da efetivação dos objetivos e diretrizes da Política Nacional de Segurança Alimentar e Nutricional. Tendo em vista a natureza do objeto de estudo, adotou-se a abordagem qualiquanti, constituindo o estudo de caso a estratégia de pesquisa mais apropriada para investigação. A fim de compreender as interpretações, ideias, visões e concepções que os gestores públicos e os atores sociais têm a respeito da problemática em questão, utilizou-se a Teoria das Representações Sociais defendida por Serge Moscovici. A entrevista estruturada se constituiu a técnica principal de coleta de dados. De acordo com os objetivos do estudo, a pesquisa foi realizada com oito gestores públicos e com oito atores sociais, totalizando 16 sujeitos participantes. As análises das representações sociais revelam a magnitude dos aspectos/fatores que configuram a problemática da efetivação dos objetivos e diretrizes da Política Nacional de Segurança Alimentar e Nutricional. Dentre os aspectos/fatores identificados como determinantes desta problemática destaca-se a falta de informação, por parte dos atores sociais e dos gestores públicos acerca das dimensões que compõem os conceitos de SAN, de DHAA, de SISAN e de Soberania Alimentar e sobre o papel do Estado como provedor das demandas sociais; a não identificação, análise e divulgação dos fatores condicionantes da insegurança alimentar no estado; a falta de intersetorialidade entre os setores que compõem a política de SAN e outros setores para o desenvolvimento dos programas, projetos e ações de SAN; as ações que integram o PLANESAN não promovem o Direito Humano à Alimentação Adequada; o não cumprimento por parte do Estado do seu papel na efetivação da soberania alimentar; a limitação de recursos financeiros como um dos aspectos que mais interferem no desenvolvimento dos projetos, programas e ações do PLANESAN.
