Resumo: This work discusses the participation of school managers in the process of building Inclusive Education, based on justice and equity for students in the first phase of the elementary school. A bibliographical research was conducted about the role of the school manager in the administrative and pedagogical dimensions, through the analysis of the legal-historical basis of Inclusive Education as a right in Basic Education. It was verified that the contributions of the school manager are unfolded, currently, from the model of Democratic Management, straining to expand the viability of paradigm changes, the promotion of inclusive culture and the construction of a school environment for valuing the student as a social, ethical, historical and singular being. It was also verified that the school manager is not an absolute agent in promoting the changes that the Brazilian school scenario demands, being essential the support of regulations, public policies and other actors involved in the consolidation of an inclusive school.

Foi realizada uma investigação de caráter bibliográfico sobre a atuação do gestor escolar nas dimensões administrativa e pedagógica, por meio da análise da fundamentação histórico-legal da Educação Inclusiva como um direito na Educação Básica. Verificou-se que as contribuições do gestor escolar se desdobram, atualmente, a partir do modelo de Gestão Democrática, tencionando ampliar a viabilidade de mudanças de paradigmas, a promoção de cultura inclusiva e a construção de um espaço escolar de valorização do educando como ser social, ético, histórico e singular.
