Public policies in Mexican cities world heritage: the case of the Historic Center of Morelia

Resumo: Since the incorporation of various Mexican cities on the List of World Heritage, the Mexican State has implemented policies that are characterized by the dominance of investment in the execution of works and actions to achieve tourism development of these sites. However, studies conducted by UNESCO Mexico in 2009, have shown that the economic, social and cultural impacts of these actions have generated very different, making necessary studies struts around these sites, which identifying clarify these effects and thus guide decision-making by the public domain. In the case of the city of Morelia, the site was included in the World Heritage List in 1991. Two decades after the event, it is necessary to analyze the progress, challenges and prospects on this site, in order to identify the strengths and weaknesses of public policies implemented during this period, its effects on heritage conservation urban architecture and its contribution to local development.

No obstante, estudios efectuados por la UNESCO México en 2009, han mostrado que los impactos económicos, sociales y culturales de estas acciones, han generado efectos muy variados, lo cual hace necesario realizar estudios puntales en torno a estos sitios, que permitan identificar precisar esos efectos y de esa forma orientar la toma de decisiones por parte del ámbito público. En el caso de la ciudad de Morelia, este sitio fue incluidoen la Lista del Patrimonio Mundial en 1991.
