How do urban operation consortiums arise? Equilibrium and innovation in Brazilian urban policy

Resumo: | Based on the dialogue between political science and urban planning, this article exposes the results of original research on the origin of urban consortium operations, polemic Brazilian urban planning instrument to implement large urban projects. Archive research, documents analysis, and semi-structured interviews were conducted, composing a historical analysis of the instrument’s formulation, identifying the agents and political agendas involved in its promotion in São Paulo and its introduction in the City’s Statute. As a result, it concludes that the instrument was nationalized as the result from the initiatives of social movements and politicians linked to progressive parties, and inspired by initiatives that aimed at obtaining resources for objectives such as the provision of social housing. With its final writing altered by more conservative agents and interests, though, urban operations resulted in the current format, demonstrating an instrument in dispute on its normative formulation as well as on its local implementation. |

Foram realizadas pesquisa de arquivos, análise de documentos e entrevistas semi-estruturadas, compondo uma análise histórica da formulação do instrumento, identificando os agentes e as agendas políticas envolvidas em sua promoção em São Paulo e sua introdução no Estatuto da Cidade. Conclui-se que o instrumento foi nacionalizado a partir da iniciativa de movimentos sociais e políticos vinculados a partidos progressistas, bem como inspirados em iniciativas que visavam objetivos como a promoção de habitação de interesse social.
