Strategies for social work intervention in schooling policies: a contemporary analysis

Resumo: This article derives from a recently completed research and analyzes the intervention strategies of social work in schooling policies, especially the contemporary ones. In this sense, as inequalities increase and demands for schooling become more complex, the social work profession is a privileged instrument of intervention in schooling policies. For the purposes of investigation, we have discussed: how does the emergence of the social conditions of a society of risk favor the entry of these new professionals into schooling policies? To this end, this article aims to identify the shifts in the social work intervention strategies in contemporary schooling policies. As for methodology, the research is of a qualitative nature and encompasses the analysis of different documents that guide schooling policies, as well as texts that regulate the professional context social work. It indicates that, in the historical constitution of the relations between social work and education, there have been significant changes of emphasis on political rationalities and forms of intervention. Although the debate on social protections and the fight against inequalities is constant, an intensification can be noticed since the 1990s, not only in the expansion of the relation between education and social work, but also and mainly in the prerogative that includes social protection.

Este artigo, derivado de pesquisa recentemente finalizada, apresenta uma análise sobre as estratégias interventivas do serviço social nas políticas de escolarização, sobretudo contemporâneas. Nesse sentido, na medida em que as desigualdades se acentuam e as demandas por escolarização vão se tornando mais complexas, a categoria profissional do serviço social se apresenta como um instrumento privilegiado de intervenção nas políticas de escolarização. Para fins de investigação, tomou-se como problematização: como a emergência das condições sociais de uma sociedade do risco favorece o ingresso desses novos profissionais nas políticas de escolarização? Para tanto, sinaliza-se que este artigo objetiva identificar os deslocamentos nas estratégias de intervenção do serviço social nas políticas contemporâneas de escolarização. No que se refere aos aspectos metodológicos, a pesquisa é de natureza qualitativa e contempla a análise de diferentes documentos orientadores das políticas de escolarização, assim como textos reguladores do contexto profissional do serviço social. Indica-se que na constituição histórica das relações entre serviço social e educação ocorrem significativas mudanças de ênfase nas racionalidades políticas e nas formas de intervenção. Ainda que o debate sobre as proteções sociais e o combate às desigualdades seja uma constante, pode-se notar uma intensificação, a partir da década de 1990, não somente na ampliação da relação educação e serviço social, mas, sobretudo, na prerrogativa que abarca a proteção social.Universidade de São Paulo.
