The enrolment of six-year-olds in fundamental education: a study in Rondônia

Resumo: Studies indicate that, although the educational policies implemented in Brazil since the 1990s share the same discourse of confronting the problem of exclusion to promote a school for everyone, there is a hiatus between intention and reality. This observation points to the importance of studies dedicated to understand the inner world of these policies, so as to identify how they are analyzed by those who live them, those who materialize them in their educative practices. Along these lines, the present text shows results of a research carried out with eight schools of the Rondônia state school system, all located in the same municipality, with the objective of investigating under which conditions the implementation of the nine-year fundamental education occurred. Based on a qualitative approach, the data were produced from the analysis of documents, individual and group interviews, and photographic records. Results indicate that the implementation of the above-mentioned program at the schools studied was hasty, lacking the preparation that would guarantee the necessary structural changes in the schools, the curriculum adaptations and/or discussions/creation of pedagogical teams, teachers and communities. They also reveal that the lack of clarity regarding the pedagogical proposals to be implemented with six-year-olds could have predicted the failure experienced by a large fraction of children in their literacy process.

Estudos indicam que, embora as políticas educacionais implantadas no Brasil desde a década de 1990 tenham em comum o discurso de enfrentamento da exclusão em defesa de uma escola para todos, há um hiato entre a intenção e a realidade. Essa constatação aponta para a importância de pesquisas que se dediquem a conhecer os bastidores dessas políticas de maneira a identificar como são analisadas por aqueles que as vivem, que as materializam em suas práticas educativas. Nessa direção, o presente texto apresenta resultados de uma pesquisa realizada em oito escolas da rede estadual de um município de Rondônia com o objetivo de investigar em que condições ocorreu a implantação do ensino fundamental de nove anos. A partir de uma abordagem qualitativa, os dados foram produzidos com base em análise de documentos, entrevistas individuais e coletivas e registro fotográfico. Os resultados indicam que a implantação da referida política nas escolas investigadas ocorreu de forma intempestiva, sem nenhuma preparação prévia que garantisse alterações dos aspectos estruturais das escolas, adaptações curriculares e/ou discussões/formação com as equipes pedagógicas, professores e comunidades. Revelam ainda que a falta de clareza a respeito das propostas pedagógicas a serem implementadas com as crianças de 6 anos pode antecipar o fracasso enfrentado por um grande contingente de crianças em seu processo de alfabetização.
