The development and the policy of the Local Content in the oil industry: divergent visions

The Brazilian oil and gas sector is currently considered, because of its high demand for goods and services, as one of the frontiers of expansion and diversification of the national industrial park. The technological challenges that characterize this sector motivate the constant search for innovation, impelling the attraction of foreign companies, which hold complex technologies. However, it is clear that the oil sector is only a driving force of development because of its multiplier effect on other industrial and service sectors. Thus, both Government and entities that are representatives of the national business class defended and put in practice a Local Content Policy, presented since the 1st Bidding Round for exploration, in 1999, as part of the selection criteria in the bidding processes. However, this Policy has elicited divergent positions. Some technicians and entities are in favor of the raising participation of national companies, while others argue that the lack of technical qualification can seriously affect the Brazilian competitiveness in the supplies to the oil industry.
