Resumo:  One is about result of studies and research caried through in the astroroof of democratic pertaining to school management and serarchs to propitiate inerlocutions with yhat they interest specifially for the thematic on the management of the education, in referring to the reforms the proposals and implemented by the Brazilian government, to a large extent, decurrent of nomeation of international agencies of financing, as the World Bank and BID and deep the monetary international, of common agreementb with leading "elites" of Brazil. Although the participation official speech the relation of the superior agencies of system of education with the educational institutions still. If of the one vertical way, according to which the substancial decisions if gives in the central sphere being for the school the responsibility and autonomy for execution and to give account of a significant picture of difficulties, that are not minimized by the state. It is certain that it inside had an increase of space of participation of the public educative institutions, but the participation of the pertaining to school community still is reduced, in function of a set of problems, mainly the extensive hour load and in function of the low received wages, compel that them to work in some schools and/or if to involve in assessory and varied assessorship. How much to partnerships we understand as relation of exchange where partners assume responsabilities and if they benefit, exactelly at ithappens with certain companies who act on behalf of the social responsability to improve its images associates the action. That they generate shares piliticans social and financial, using itself of the partnership as marketing strategies.

That they generate shares piliticans social and financial, using itself of the partnership as marketing strategies.  Trata-se de resultados de estudos e pesquisas realizadas no observatório de gestão escolar democrática e busca propiciar interlocuções com aqueles que se interessam pela temática da gestão da educação, especificamente no referente às reformas propostas e implementadas pelo governo brasileiro, em grande parte, decorrentes de orientações de órgãos internacionais de financiamento, como o Banco Mundial, Banco Interamericano de Desenvolvimento – BID e do Fundo Monetário Internacional, de comum acordo com as elites dirigentes do Brasil. apesar do discurso oficial participacionista, a relação dos órgãos superiores do sistema de educação com as instituições educacionais ainda se dá de modo vertical, segundo a qual as decisões substanciais se dão na esfera central, ficando para as escolas a responsabilidade e autonomia para execução e para dar conta de um quadro significativo de dificuldades, que não são minimizadas pelo estado. é certo que houve um aumento de canais de participação dentro das instituições educativas públicas, mas a participação da comunidade escolar ainda é reduzida, em função de um conjunto de problemas, principalmente a extensa carga horária e em função dos baixos salários recebidos, que os obrigam a trabalhar em várias escolas e/ou se envolverem em consultorias e assessorias variadas. Quanto às parcerias, entendemos como uma relação de troca, em que os parceiros assumem responsabilidades e se beneficiam, mesmo veladamente, como acontece com certas empresas que atuam em nome da responsabilidade social, para melhorar suas imagens associadas a ações, que gerem dividendos políticos, sociais e financeiros, utilizando-se das parcerias como estratégias mercadológicas.
