The increase in the number of vehicles on the Brazilian highways with the accentuated urbanization, leads to problems like congestion, leaving in danger the traffic conditions. The present work has the objective of studying the urban relations of the local traffic at the city of Tubarão in assembling the mobility of its north access clover, intensified with the conclusion of the Ivane Moreira Fretta Highway. The urban development of the city was approached by exploratory and investigative methods, collected in loco, through the plan arrangements of the study area, according to the analysis of the streets that make up the road environment of the area. Considering the impacts caused by the connection of points, the range of spots of considerable importance in the road network and the causes of incoherent development with the road, considering the city's infrastructure and congestion factors, presenting recommended solutions to reduce local congestion, with alternatives that may have efficiency in ordering the control of routes, so that, when implemented and monitored, they can be able to reduce trip delays under proposed conditions.
