Resumo: This work was motivated by the Santa Catarina prison management model, aiming to demonstrate the social and economic benefit caused by the adoption of rotary prison funds in Santa Catarina. The objective of this research is to encourage the adoption of measures similar to the revolving fund for the improvement of the prison system of other federal entities. To this end, the inductive research methodology was chosen, so that initially an analysis was made about the fundamental rights and guarantees, in order to delimit prison work under the prism of the Mandela Rules and the National Labor Policy in the Scope of Prison System - PNAT; we continue to elucidate on other important issues such as the purpose of punishment and prison work under the light of the Penal Execution Law, and the form of remuneration for prison work and remission of the penalty for work. Finally, we conclude by addressing special / prison funds, entering the Santa Catarina model of revolving funds.

Objetiva-se, com esta pesquisa, fomentar a adoção de medidas similares ao fundo rotativo para o aperfeiçoamento do sistema carcerário de outros entes federativos. Para tanto, optou-se a metodologia de pesquisa indutiva, de forma que inicialmente se fez uma análise acerca das garantias e direitos fundamentais, para na sequencia delimitarmos o trabalho carcerário sob o prisma das Regras de Mandela e da Política Nacional de Trabalho no Âmbito Do Sistema Prisional – PNAT; prosseguimos elucidando sobre outras importantes temáticas como a finalidade da pena e do trabalho prisional sob a luz da Lei de Execução Penal, e a forma de remuneração pelo trabalho carcerário e remição da pena pelo trabalho.
