O risco baloeiro na aviação brasileira: o problema causador do rebaixamento da classificação de segurança do espaço aéreo brasileiro

Resumo: Aviation has played a key role in the development of Brazil. In order to allow aircraft to do their role, it is indispensable to maintain a high level of safety in flight operations. Against this purpose, Brazil has been highlighting negatively by the fact of unmanned free balloons are threatening the safety of air navigation, a threat known as "balloons risk". These objects when launched can't be controllable, aggravating the risk of a mid-air collision. Therefore, this academic study seeks to understand for what reasons the practice of launching unmanned free balloons affects the Brazilian air traffic safety. Therefore, the research process has an exploratory and descriptive character, with presentation of qualitative and quantitative analyzes. The data collection procedures were bibliographic and documentary, through books, journals, website searches, yearbooks, laws, manuals, letters, aeronautic incident final report and aeronautics command instructions that allow defining the balloons activity in Brazil, to identify the consequences of balloons risk, analyze the downgrading of the Brazilian airspace safety classification and to compare the risk scenario of balloons activity in Brazil prior to downgrading with the current scenario. Finally, it is possible to conclude that the criminal act of launching unmanned free balloons dangerously affects the safety of Brazilian airspace, and can result in a serious accident. The sighting occurrences of unmanned free balloons did not decrease even after the airspace downgrading. In this way, the need for more attention on the subject by the Brazilian authorities is perceived.

Para que as aeronaves possam exercer suas funções, é imprescindível manter um alto índice de segurança das operações aéreas. Em contramão a este propósito, o Brasil vem se destacando negativamente pelo fato de balões livres não tripulados estarem ameaçando a segurança da navegação aérea, uma ameaça conhecida como "risco baloeiro". Estes objetos quando soltos não possuem dirigibilidade, agravando o risco de colisão com uma aeronave. Assim sendo, este estudo acadêmico busca compreender por quais motivos a prática de soltar balões afeta a segurança do tráfego aéreo brasileiro. Para tanto, o processo de pesquisa tem caráter exploratório e descritivo, com apresentação de análises qualitativas e quantitativas. Os procedimentos para coleta de dados utilizados são bibliográficos e documentais, por meio de livros, periódicos, pesquisas em páginas da internet, anuários, leis, manuais, cartas, relatório final de incidente aeronáutico e instruções do comando da aeronáutica que permitem definir a atividade baloeira no Brasil, identificar as consequências do risco baloeiro, analisar o rebaixamento da classificação de segurança do espaço aéreo brasileiro e comparar o cenário de risco da atividade baloeira no Brasil anterior ao rebaixamento com o atual cenário. Por fim, é possível concluir que o ato criminoso de soltar balões não tripulados afeta perigosamente a segurança do espaço aéreo brasileiro, podendo causar um grave acidente aéreo. As ocorrências de avistamentos de balões não diminuíram mesmo após o rebaixamento do espaço aéreo.
