SER GESTOR SUS Course - Support for qualification of Municipal Management of the Unified Health System: a successful distance education initiative

Resumo: SummaryIn addition to promoting efficient management, municipal managers need to keep undertheir control the coordination of the management process and rely on the cooperation oftheir teams. In this context, the present work presents the course for the implementationof the SER GESTOR SUS Course, an educational initiative of the National Council ofMunicipal Health Secretariats (CONASEMS) in partnership with the Ministry of Health.Dedicated to Improvement in Municipal Management of the SUS, the course was madeavailable to municipal managers from all regions of Brazil, on the Educational Portal“Mais Conasems” from July/2021 to August/2022, in the midst of the health crisis causedby covid 19. Participants from the 26 states of the federation and the Federal District werecomputed and represents the largest, most inclusive and unprecedented initiative indistance learning ever developed in the field of public health in the country, following theprinciples of permanent education in health. The percentage of 98% satisfaction of thestudents who participated in the survey positively attests to the relevance of the SERGESTOR SUS Course and it can be concluded that the positive results are also asubstantial indication that the Educational Portal “Mais Conasems” is consolidated as aProvider of courses for the strengthening of Permanent Education in Health in the distancemodality.

En este contexto, el presente trabajo presenta la ruta para la implementación delCurso SER GESTOR SUS, una iniciativa educativa del Consejo Nacional de SecretaríasMunicipales de Salud (CONASEMS) en alianza con el Ministerio de Salud. Dedicado ala Mejora en la Gestión Municipal del SUS, el curso fue puesto a disposición de losgestores municipales de todas las regiones de Brasil, en el Portal Educativo “MaisConasems” de julio/2021 a agosto/2022, en medio de la crisis sanitaria provocada porcovid 19. Se computaron participantes de los 26 estados de la federación y el DistritoFederal y representa la iniciativa más grande, inclusiva e inédita en educación a distanciajamás desarrollada en el campo de la salud pública en el país, siguiendo los principios dela educación permanente en salud. El porcentaje de 98% de satisfacción de los estudiantesque participaron de la encuesta atestigua positivamente la pertinencia del Curso SERGESTOR SUS y se puede concluir que los resultados positivos son también un indiciosustancial de que el Portal Educativo “Mais Conasems” se consolida como a Provedor decursos para el fortalecimiento de la Educación Permanente en Salud en la modalidad adistancia.OBJETIVO: destacar a proposta de educação interprofissional a distância no curso Ser Gestor SUS e a contribuição dos conteúdos disponibilizados em teleaulas em espaços de educação permanente em saúde em todas as regiões do Brasil durante o período da pandemia de covid-19. MÉTODO: direcionamento das análises a partir do conhecimento da proposta do projeto instrucional do curso, considerando a revisão teórica, uma análise quanti-qualitativa dos acessos dos alunos aos recursos educacionais (teleaulas) contextualizada ao momento de crise sanitária.CONCLUSÃO: o curso Ser Gestor SUS foi uma iniciativa inédita em educação interprofissional no âmbito da saúde pública no país, inclusiva e de grandes proporções graças à adoção da modalidade de Educação a Distância e o comprometimento dos profissionais da saúde pública, contabilizando 13875 participantes (69,38% da expectativa de 20 mil inscrições).
