UNA-SUS system as a democratization tool for Permanent Education in Health: User profile and capillarization of self-instructional courses

Resumo: UNA-SUS System was established to enforce the National Policy of Permanent Education in Health, composed of a Network of 34 institutions, responsible for online educational offerings, in response to the demands generated by the Ministry of Health. Objectives: to verify the profile of users and the capillarization of UNA-SUS self-instructional courses and the contribution to the democratization of permanent education of health workers. Methods: Data were collected from Arouca Platform and statistical analysis was performed by the Open Free Software R 3.6. Results: There were more than 2.7 million enrollments in UNA-SUS self-instructional courses with a capillarity for all health regions, Brazilian municipalities state. Courses with the greatest demand were related to important clinical situations faced by the Primary Care professionals in Brazil. There was a predominance of women (80%), whites (36%), followed by browns (33%), singles (57%) and in the age group of 21 to 40 years (70%). Nurses, doctors and dentists were the professionals who most sought courses at UNA-SUS. There was no relationship between enrollment in population-weighted self-instructional courses and the state HDI, but a negative relationship was established between the Gini coefficient and enrollment in courses, showing that the more unequal the region, the fewer enrolled students it had. Conclusion: The UNA-SUS system proved to be effective in providing permanent education to health workers living in all Brazilian geographic regions, including those with few presential or free educational offerings, contributing to the democratization of Permanent Education in health.

Objetivos: verificar el perfil de los usuarios y capilarizar los cursos de autoinstrucción de UNA-SUS y la posible contribución a la democratización de la educación permanente para los trabajadores de la salud. Métodos: recolección de datos en la Plataforma Arouca y análisis de software estadístico gratuito R 3.6. Resultados: hubo más de 2.7 millones de inscripcionesen cursos de autoinstrucción en UNA-SUS y capilaridad para todas las regiones de salud, todas las municipalidades brasileñas y todos los estados, con la mayor demanda de cursos relacionados con situaciones clínicas importantes enfrentadas por profesionales de atención primaria. Predominaron las mujeres (80%), blancas (36%), seguidas de marrones (33%), solteras (57%) y en el grupo de edad de 21 a 40 años (70%). Las enfermeras, los médicos y los dentistas fueron los profesionales que más buscaron cursos de UNA-SUS. No hubo relación entre el número de inscripciones en cursos de autoinstrucción  ponderados por la población y el IDH estatal, sin embargo, se estableció una relación negativa entre el coeficiente de Gini y el número de inscripciones en los cursos, cuanto más desigual era la región, menos estudiantes inscritos tenían. Conclusión: el Sistema UNA-SUS demostró ser eficaz para proporcionar educación permanente a los trabajadores de la salud que residen en todas las regiones geográficas del país, incluidos los de áreas con pocas ofertas educativas en persona o gratuitas, lo que contribuye a la democratización de la educación brasileña.O Sistema UNA-SUS foi instituído em atenção à Política Nacional de Educação Permanente em Saúde, composta de uma rede de 34 instituições responsáveis por ofertas educacionais on-line, em resposta às demandas geradas pelo Ministério da Saúde. Métodos: levantamento de dados na Plataforma Arouca e análise do software estatístico livre R 3.6. Resultados: houve mais de 2,7 milhões de matrículas em cursos autoinstrucionais da UNA-SUS e capilaridade para todas as regiões de saúde, todos os municípios brasileiros e todos os estados, sendo que a maior procura foi por cursos relacionados a importantes situações clínicas enfrentadas pelos profissionais da Atenção Básica. Houve predomínio de mulheres (80%), brancos (36%), seguidos por pardos (33%), solteiros (57%) e na faixa etária de 21 a 40 anos (70%). Enfermeiros, médicos e dentistas foram os profissionais que mais procuraram cursos da UNA-SUS. Não houve relação entre o número de matrícula em cursos autoinstrucionais ponderados pela população e o IDH do estado, porém foi estabelecida uma relação negativa entre o coeficiente de Gini e o número de  matrículas nos cursos; quanto mais desigual a região, menos alunos matriculados ela possuía.
