Supply chain management in brazilian public sector: state of the art

Resumo: The goal of this paper is to survey and organize information through of a systematic literature review about publications that deal with supply chain in Brazilian public sector. Considering that the budget of Public Institutions of Higher Education in Brazil is not sufficient to cover the development of all fields of research that their researchers can work, the need for innovation to keep public sector activities focused on the citizen, ensuring quality and the efficiency of public spending is of paramount importance. In this sense, it is essential to search for forms of management that contribute to improving the efficiency and effectiveness of the public service, thus, Supply Chain Management can contribute to achieving this goal. This article researches Supply Chain Management in the Brazilian Public Sector among the main events and periodicals in the proposed field of research, compiling the data and revealing the state of the art on this theme, synthesizing which direction the studies point towards, as well as contributing new insights on the subject in order to provide the best level of evidence for decision-making. This research demonstrated the low incidence of studies in this area, which is justified by the fact that GCS is more used in the second sector, since its applications to the public sector require research and adaptations to reach the specificities of Public Administration.

A necessidade de inovação para manter as atividades do Setor Público com foco no cidadão garantindo a qualidade e a eficiência do gasto público, levando em consideração que o orçamento das Instituições Públicas de Ensino Superior no Brasil não é suficiente para abarcar o desenvolvimento de todos os campos de pesquisa que seus pesquisadores podem atuar, se torna imprescindível a busca por formas de gestão que contribuam para a melhoria da eficiência e eficácia do serviço público, nesse sentido, a Gestão de Cadeias de Suprimento pode contribuir para o alcance deste fim. Assim, este artigo pesquisa a Gestão de Cadeias de Suprimento no Setor Público dentre os principais eventos e periódicos do campo de pesquisa proposto, compilando os dados e revelando o estado da arte desta temática, sintetizando para qual direção os estudos apontam além de contribuir com novos insights sobre o assunto visando prover o melhor nível de evidências para tomadas de decisão.
