Resumo: Purpose: This article aimed to analyze the role of business incubators in the region of Triângulo Mineiro and Alto Paranaíba-MG, with incubated small business in support them to access resources and capabilities to develop adaptive, absorptive and innovative capabilities, based on dynamic capabilities hierarchy (Wang, & Ahmed, 2007).Design/Methodology: To achieve this goal, it was done a qualitative and descriptive research with multiple case studies in 3 incubators and 23 incubated small companies.Originality/Relevance: Information, strategies, technologies and resources do not necessarily contribute to the generation of competitive advantage of small business. In this sense, the support of technology-based business incubators should assist incubated small companies to create competitive advantages and stimulate their growth. As most incubators, accelerators and technological parks are funded directly or indirectly by the government (Anprotec, 2017), the validation of the results and effectiveness of such investments is important, in promoting the innovation culture, job creation and the income that new businesses offer to societyFindings: The results indicate the development of adaptive, absorptive and innovate capacities based in the promotion of an environment of innovation, knowledge and of experience of incubators managers and consultants (monitoring/mentoring), promoting networking to achieve information, knowledge and opportunities, and positive image of incubators.Theoretical/methodological Contributions: These findings contribute to the advancement of studies on the importance of inter-organizational relations as propelling the development of dynamic capabilities, as well as in the discussion of the results of the actions of the incubators. It is suggested, therefore, that Anprotec could consider to incorporate this theoretical approach in its Cerne method to create performance indicators of adaptive, absorptive and innovative capabilities developed from processes and practices adopted by incubators.

It is suggested, therefore, that Anprotec could consider to incorporate this theoretical approach in its Cerne method to create performance indicators of adaptive, absorptive and innovative capabilities developed from processes and practices adopted by incubators.Objetivo: Analisar a atuação de incubadoras de empresas da região do Triângulo Mineiro e Alto Paranaíba-MG, junto às empresas incubadas, no suporte oferecido na forma de acesso a recursos e capacidades que auxiliem no desenvolvimento das capacidades adaptativa, absortiva e inovativa pelas empresas incubadas, na perspectiva da hierarquia das capacidades dinâmicas (Wang, & Ahmed, 2007).Método: Com abordagem qualitativa do tipo descritiva, foi realizado um estudo de casos múltiplos com 3 incubadoras da região estudada e 23 de suas empresas incubadas.Originalidade/Relevância: Para as microempresas, a posse de informações, estratégias, tecnologias e recursos não contribui, necessariamente, para a geração de vantagem competitiva. Neste sentido, o apoio das incubadoras de empresas de base tecnológica deve auxiliar a geração de vantagens competitivas e estimular a consolidação dessas vantagens nas empresas incubadas. Como boa parte das incubadoras de empresas, aceleradoras e parques tecnológicos é custeada direta ou indiretamente pelo poder público (Anprotec, 2017), é importante a validação dos resultados e efetividade de tais investimentos na promoção da cultura de inovação, geração de emprego e renda que os novos negócios oferecem para a sociedade.Resultados: Os resultados indicam que houve o desenvolvimento das capacidades adaptativa, absortiva e inovativa pelas empresas incubadas por causa, principalmente, da promoção de um ambiente de inovação, do conhecimento e experiência de seus gestores e consultores (acompanhamento/mentoria), da rede de relacionamentos para acessar informação, do conhecimento e identificação de oportunidades, e da imagem positiva das incubadoras.Contribuições teóricas/metodológicas: Esses achados contribuem para o avanço dos estudos sobre a importância das relações interorganizacionais como propulsoras do desenvolvimento das capacidades dinâmicas, bem como na discussão sobre os resultados das ações das incubadoras junto às empresas incubadas.
