DL IN BRAZIL AND THE IMPORTANCE OF THE UNDERLYING FOR COURSE RECOGNITION ACCORDING TO COURSE COORDINATORS

Resumo: | Distance Learning (DL) is an important modality in the educational context because, in addition to democratizing education, it expands geographical coverage. The number of educational organizations interested in obtaining authorization and recognition for DL higher education courses is growing significantly. However, there are no studies on the instrument used by the Ministry of Education (MEC) to evaluate courses, which was unified in December 2011 and updated in May 2012. The central challenge of this study was to analyze this instrument and identify the core skills to be developed by the institution and highlight the ones that stand out as conferring competitive advantages. Therefore, a descriptive-exploratory research study was conducted based on a Higher Education Institution (HEI) undergoing the change process imposed by the MEC. The results show four main organizational skills developed by the institution that led to the MEC’s approval of the course, namely: Assessment Course Management, Strategic Management and Policies for Distance Learning, Human Resource Management and Multidisciplinary Teams, and Management and Planning of the Physical and Technological Infrastructure. |

O número de organizações educacionais interessadas em obter a autorização e o reconhecimento para cursos superiores de EaD vem crescendo consideravelmente. No entanto, não existem estudos sobre o instrumento de avaliação de cursos do Ministério da Educação (MEC), unificado em dezembro de 2011 e atualizado em maio de 2012. O desafio central deste trabalho foi analisar esse instrumento e identificar as competências essenciais que devem ser desenvolvidas pelas instituições, bem como ressaltar as competências que podem ser caracterizadas como distintivas por conferir vantagens competitivas. Para tanto, realizou-se uma pesquisa descritivo-exploratória, em que foi feita a escolha de uma instituição de ensino superior que estava sendo submetida ao processo de mudanças impostas pelo MEC.
