Rights, language policy and glottophobia: education plans, goals and language education strategies of indigenous communities in Brazil

Resumo: After Brazilian Constitution of 1988, since 2002, we have seen the emergence of co-officialization laws of indigenous languages and linguistic maintenance in different Brazilian municipalities. These policies express educational measures capable of contributing to the protection of the cultural and linguistic plurality. This research is important because it perceives language education as a mechanism for recognizing and valuing Brazilian diversity and promoting progressive implementation of linguistic rights, despite glottophobic practices. Through an investigative study, we propose a comparative analysis between these laws and the education plans, seeking a harmony between them to consolidate the language rights of these communities. This documentary research is based on the concepts of linguistic rights, language policies and glottophobia. The results point out to contradictions and documental paradoxes between the public educational language policies that promote indigenous languages and the strategies for their implementation.

Essas políticas expressam medidas educativas capazes de contribuir para a proteção da pluralidade cultural e linguística do país. A relevância desta pesquisa consiste em perceber a educação linguística como um mecanismo de reconhecimento e valorização da diversidade brasileira e de progressiva efetivação dos direitos linguísticos, a contragosto das práticas glotofóbicas. Por meio de um roteiro investigativo, propomos uma análise comparativa entre essas legislações e os planos de educação em que estão inseridas, procurando uma harmonia entre eles, a fim de consolidar os direitos linguísticos dessas comunidades. Assim, este estudo de base documental e bibliográfica embasa-se nos conceitos de direito linguístico, política linguística e glotofobia. No entanto, os resultados obtidos apontam para contradições e paradoxos documentais entre as políticas linguísticas públicas educacionais que promovem as línguas indígenas e as estratégias para a sua concreção.
