Public policies: high abilities/highlygifted and the specialized literature in the context of special inclusive education

Resumo: This article aimes at the analysis of some aspects of the public policies related to the response of individuals possessing high abilities or highlygifted in this country in the context of the Special Inclusive Education, drawing a parallel with the specialized literature. At first a bibliographic revision was presented about the concept of high abilities or highlygifted, as well as talent, precocity and geniality. The concepts of surveying, identifying, enriching programs and the possibilities or alternatives of response in the Brazilian model, establishing a close theoric and methodological relationship, based in an analysis of legal documents, rules and competence programs which form the substractum to the social inclusion proposition in the Brazilian educational context.

Inicialmente es presentada una revision bibliografica acerca del concepto de Altas Capacidades/ Superdotacion, asi como de los conceptos de Talento, Precocidad y Genialidad; de los procesos de Pesquisa, Identificacion, Programas de Enriquecimiento y las posibilidades/ alternativas de atendimiento en el modelo brasileño, estableciendose estrecha relacion teorica y metodologica, basada en el analisis de documentos legales, directrices y programas de capacitacion, y que forman el substrato para proponer la inclusion social de estos alumnos en el contexto educativo de Brasil.Neste artigo buscou-se analisar aspectos das politicas públicas voltadas para o atendimento dos individuos com altas habilidades/superdotação no pais, no contexto da educação especial/inclusiva, tracando um paralelo com a literatura especializada.
