Pedagogical Political Project: utopia or reality?

Resumo: | The theme of the school autonomy has been put in the agenda, more intensively, by the thinkers and researchers of the Brazilian education since the legal and normative mechanisms of the Brazilian educational reform of 1996 — through the Law n. 9394/96, which establishes the Directions and Bases of the National Education — have opened possibilities and expectations to changes. Motivated by these new perspectives, the present study inquires how some schools of the Rio de Janeiro City are composing their Pedagogical Political Projects, a instrument of planning which tend to facilitate the conquest of that autonomy in the scholar management. After visiting 9 schools and making interviews with 30 teachers, besides many students, parents and school servants, the author of this work has detected that that process of autonomy still walks in slow steps. As a fruit of the analysis of the interviews, it has emerged that many legal standards of the educational system in vigor make difficult to produce some necessary conditions for the school community agents motivate themselves to accomplish their own Pedagogical Political Projects. This investigation concludes that is necessary to review and adjust some aspects of the same public school present autonomy, through some substantial changes, with the purpose that its authors can have conditions to adapt themselves to the new realities brought by the majority of its students. |

Motivado por esas nuevas perspectivas, el presente estudio fue investigar como algunas escuelas del Municipio del Rio de Janeiro estaban construyendo sus Proyectos Politicos Pedagogicos, instrumento del planejamiento que tende a facilitar la conquista de esa autonomia en la gestion escolar. Despúes de visitar 9 escuelas y se entrevistar 30 profesores, ademas varios alumnos, padres y funcionarios, el autor de este trabajo ha detectado que ese proceso de autonomia todavia camina a pasos cortos. Como fruto del analise de las entrevistas, se percebio que varias medidas legales del sistema educacional vigente dificultan la criacion de algunas condiciones necesarias para que los agentes de la comunidad escolar se motiven a realizar sus proprios Proyectos Politicos Pedagogicos. Conclui esta investigación que es necesario rever y ayustar algunos de los principales aspectos de la propria autonomia actual de la escuela pública, con algunos cambios substanciales para que sus autores puedan tener condiciones de adaptarse a las nuevas realidades traidas por la mayoria de su alumnado.O tema da autonomia da escola vem sendo colocado em pauta, mais intensamente, pelos estudiosos e pesquisadores da educação brasileira desde que os mecanismos legais e normativos da reforma educacional brasileira de 1996, atraves de sua Lei n° 9.394/96, de Diretrizes e Bases da Educação Nacional, abriram possibilidades e esperancas de mudancas. Motivado por essas novas perspectivas, o presente estudo foi investigar como algumas escolas do Municipio do Rio de Janeiro estavam construindo seus Projetos Politico-Pedagogicos, instrumento de planejamento que tende a facilitar a conquista dessa autonomia na gestao escolar. Depois de visitar 9 escolas e entrevistar 30 professores, alem de varios alunos, pais e funcionarios, o autor deste trabalho detectou que esse processo de autonomia ainda caminha a passos lentos. Como fruto da analise das entrevistas, percebeu-se que varias medidas legais do sistema educacional vigente dificultam a criação de algumas condicoes necessarias para que os agentes da comunidade escolar se motivem a realizar os seus proprios Projetos Politico-Pedagogicos.
