State management reform and reverberation on the educational system: an assessment of REUNI

Resumo: This article analyzes the mechanisms of the Program of Support for the Restructuring and Expansion of Brazilian Federal Universities (REUNI) that are linked to a new pattern of intervention from the State as they show to be in tune with the discourse of the New Public Management. For so, the article, firstly, makes comments on the crisis and reform of the State and the new management paradigms; secondly, it discusses the reform of the Brazilian State and its bonds with the ideals of reform worldwide; thirdly, it assesses REUNI, establishing common points between the approaches of the reform of the State and the educational system and, finally, it concludes that REUNI tries to give answers to the crisis in the system as it values the introduction of new organizational arrangements and management mechanisms so as to obtain more efficiency concerning public expenses with the basic assumption that contractualizing results is the right path to solving the problems of expansion of the system.

Con tal objeto, inicialmente teje consideraciones sobre la crisis y reforma del Estado y los nuevos paradigmas de gestion; en segundo lugar, discute la reforma del Estado Brasileño y sus vinculaciones con el ideario de las reformas en todo el mundo; en tercer lugar, evalúa el REUNI estableciendo las afinidades existentes entre las propuestas de la reforma del Estado y del sistema educacional. Finalmente, concluye que el REUNI trata de dar respuestas a la crisis del sistema al mismo tiempo que valoriza la introduccion de nuevos arreglos organizacionales y de mecanismos de gestion para la obtencion de mas eficiencia en el gasto público por creer que la contractualizacion de los resultados es la apuesta correcta para resolver los problemas de expansion del sistema.Este artigo examina os dispositivos do Plano de Reestruturação e Expansao das Universidades Federais (REUNI) que se articulam a um novo padrao de intervencao do Estado ao tempo em que se mostram sintonizados com o discurso da Nova Gestao Pública.
