Elementary Education: from competences to teach to competences to learn

Resumo: This article presents a theoretical essay which aims to relate the competences required by curriculum parameters for the Elementary Education with the competences demanded by the teachers in order for the students to reach their objectives. Such relationship is necessary as the bibliography on teachers’ education has been often mentioned several deficiencies in their training. By using data from student’s census, student’s performance, and a review of the literature on the subject, we intend to connect two aspects of the same problem: the level of competence reached by the students and the competence of their teachers on the subject matter taught. These two aspects were examined as we expect to contribute for the discussion about the policies which guide the assessment of students and, in parallel, to analyze the competence of teachers who are responsible for the student’s performance, as we suggest possible measures to solve that problem, and gradually to optimize the performance of students at Elementary School.

Esta relacion es necesaria, ya que la bibliografia sobre la formacion del profesor de los grados iniciales de la Enseñanza Basica ha señalado, durante años, una serie de deficiencias en esa formacion. A partir de datos de censos escolares, tests de desempeño escolar y de una revision de la literatura sobre el tema, buscamos unir dos facetas de un mismo problema: el nivel de competencia alcanzado por el alumno y la competencia del profesor sobre el contenido que enseña. Hemos examinado esos dos aspectos con la esperanza de contribuir para la discusion respecto a la politica que orienta la evaluacion del desempeño de los alumnos y, en paralelo, debatir sobre la competencia del profesor responsable por ese desempeño, sugiriendo medidas capaces de configurar y, paulatinamente, encontrar caminos para la optimizacion del desempeño del alumnado de los grados iniciales de la Enseñanza Basica.Este artigo apresenta um ensaio teorico que procura relacionar as competencias demandadas pelos parâmetros curriculares para as series iniciais do Ensino Fundamental às competencias exigidas aos professores para alcancar esses objetivos pelos alunos. Tal relação e necessaria, uma vez que a bibliografia sobre a formação do professor das series iniciais do Ensino Fundamental vem apontando, durante anos, uma serie de deficiencias nessa formação. A partir de dados dos censos escolares, testes de desempenho escolar e de uma revisao da literatura na area, pretendemos ligar duas faces de um mesmo problema: o nivel de competencia alcancada pelo aluno e a competencia do professor no conteúdo que ensina.
