Rescuing the Milan Congress?! : Segregation under the cloak of legality.

Resumo: | In the midst of such obscure moments provided by the pandemic, education needed to be resized, a large part of the Brazilian professors rethought their practices, tried a new pedagogical practice. The distance needs to be overcome by moments of study with even more affective contributions, directed not only at the child, but also at the family, now present in several classrooms full time. Nevertheless, in the midst of all this atypicality and enormous range of work that the teacher has undergone in order to comply with all the routines and the unbridled search for bringing together all students in synchronous moments, providing activities for those who do not have access to Internet; education sectors in the belief that this exhausted professional would not turn his attention to the scenario of gradual dismantling of the education that is being asserted, it bombards the educational scenario, before the pandemic with the implementation of a prescriptive document represented by the BNCC, then the new National Special Education Policy emerges: Equitable, Inclusive and with Lifelong Learning. The creation of this Policy, as well as the ways in which it provides for the education of people with disabilities and in this reflection with an emphasis on the education of the deaf, reproduces some effects of the Milan Congress (1880) and once again the listening culture decides instead of the deaf, disrespecting all the achievements arising from a trajectory of struggles of people with disabilities for civil rights and against prejudice alluded to in the PNE (BRASIL, 2011), in decree 5626 (BRASIL, 2005), which guarantees bilingual education. This is a qualitative research of a bibliographic nature that aims to reflect the reflexes of educational changes in the daily life of the common school, in a municipality in the south of Brazil where researchers in the area have been trying to understand and help in the continuity of the scenario of an inclusive process in the process of disassemble. |

La distancia hay que superarla con momentos de estudio con aportes aún más afectivos, dirigidos no solo al niño, sino también a la familia, ahora presente en varias aulas a tiempo completo. Sin embargo, en medio de toda esta atipicidad y enorme abanico de trabajo que ha tenido el docente para cumplir con todas las rutinas y la búsqueda desenfrenada de reunir a todos los alumnos en momentos sincrónicos, brindando actividades para quienes no tienen acceso a Internet; sectores de la educación en el convencimiento de que este profesional agotado no volvería su atención al escenario de paulatino desmantelamiento de la educación que se asevera, bombardea el escenario educativo, ante la pandemia con la implementación de un documento normativo representado por la BNCC, luego Surge la nueva Política Nacional de Educación Especial: Equitativa, Inclusiva y con Aprendizaje Permanente. La creación de esta Política, así como las formas en que prevé la educación de las personas con discapacidad y en esta reflexión con énfasis en la educación de los sordos, reproduce algunos efectos del Congreso de Milán (1880) y una vez más el la cultura de la escucha decide en lugar de los sordos, sin respetar todos los logros derivados de una trayectoria de luchas de las personas con discapacidad por los derechos civiles y contra los prejuicios aludidos en el PNE (BRASIL, 2011), en el decreto 5626 (BRASIL, 2005), que garantiza educación bilingue. Se trata de una investigación cualitativa de carácter bibliográfico que tiene como objetivo reflejar los reflejos de los cambios educativos en la vida cotidiana de la escuela común, en un municipio del sur de Brasil donde los investigadores del área han estado tratando de comprender y ayudar en la continuidad. del escenario de un proceso inclusivo en proceso de desmontaje.Au milieu de moments aussi obscurs fournis par la pandémie, l'éducation a dû être redimensionnée, une grande partie des professeurs brésiliens ont repensé leurs pratiques, tenté une nouvelle pratique pédagogique. La distance doit être surmontée par des moments d'étude aux apports encore plus affectifs, dirigés non seulement vers l'enfant, mais aussi vers la famille, désormais présente dans plusieurs classes à plein temps. Néanmoins, au milieu de toute cette atypicité et de l'énorme gamme de travail que l'enseignant a subi afin de se conformer à toutes les routines et à la recherche effrénée de rassembler tous les élèves dans des moments synchrones, offrant des activités pour ceux qui n'ont pas accès à L'Internet; croyant que ce professionnel épuisé ne porterait pas son attention sur le scénario de démantèlement progressif de l'éducation qui se revendique, il bombarde le scénario éducatif, avant la pandémie avec la mise en œuvre d'un document normatif représenté par le BNCC, puis la nouvelle politique nationale d'éducation spéciale émerge: équitable, inclusive et avec apprentissage tout au long de la vie. La création de cette politique, ainsi que la manière dont elle prévoit l'éducation des personnes handicapées et dans cette réflexion mettant l'accent sur l'éducation des sourds, reproduit certains effets du Congrès de Milan (1880) et une fois de plus la culture de l'écoute décide à la place des sourds, en ne respectant pas toutes les réalisations issues d'une trajectoire de luttes de personnes handicapées pour les droits civils et contre les préjugés évoqués dans le PNE (BRASIL, 2011), dans le décret 5626 (BRASIL, 2005), qui garantit éducation bilingue. Il s'agit d'une recherche qualitative à caractère bibliographique qui vise à refléter les réflexes de mutations pédagogiques dans la vie quotidienne de l'école commune, dans une commune du sud du Brésil où les chercheurs de la zone ont tenté de comprendre et d'aider à la continuité du scénario d'un processus inclusif en cours de désassemblage.Em meio a momentos tão obscuros proporcionados pela pandemia, a educação necessitou ser redimensionada, grande parte do professorado brasileiro repensou suas práticas, experimentou um novo fazer pedagógico. A distância necessita ser superada por momentos de estudo com aportes ainda mais afetivos, direcionados não só a criança, mas também a família, agora presente em diversas salas de aula em tempo integral. Não obstante, em meio a toda essa atipicidade e enorme gama de trabalho a que o professor tem se submetido a fim de cumprir com todas as rotinas e a busca desenfreada em reunir todos os alunos nos momentos síncronos, prover atividades aqueles que não tem acesso à internet; setores da educação na crença de que este exausto profissional não voltaria sua atenção ao cenário de desmonte gradual da educação que se assevera, bombardeia o cenário educacional, em momento anterior a pandemia com a implantação de um documento prescritivo representado pela BNCC, em seguida, faz emergir a nova Política Nacional de Educação Especial: Equitativa, Inclusiva e com Aprendizado ao Longo da Vida. A criação desta Política, bem como as formas como prevê a educação das pessoas com deficiência e nesta reflexão com ênfase na educação de surdos, reproduz alguns efeitos do Congresso de Milão (1880) e mais uma vez a cultura ouvinte decide em lugar dos surdos, desrespeitando todas as conquistas oriundas de uma trajetória de lutas das pessoas com deficiência por direitos civis e contra o preconceito aludidas no PNE(BRASIL,2011), no decreto 5626 (BRASIL,2005), que lhes garante o ensino bilingue.
