Resumo: It presents the results of a literature review and quali-quantitative research on the actual manifestations of popular representation in the current democratic regime within the São Carlos-SP city environment. Take as reference the context of the national political and legal training. Objectively established the strategic planning of municipal public policies, given their importance in the quality of life and urban law, it is possible to evaluate the possibilities and representativeness practices between citizen and government. There was a need to identify whether the population has access to information and how part of the review process of the Master Plan in progress.

Toma-se como referencial a contextualização da formação político-jurídica nacional e, objetivamente estabelecido no planejamento estratégico das políticas públicas municipais, pela sua importância na qualidade de vida e no direito urbanístico, torna-se possível avaliar as possibilidades e as práticas da representatividade entre cidadão e governo.
