The refugees are forced migrants in vulnerable situations who due to persecution by race, religion, nationality, social group or opinions have an international protection. The international protection of refugees is assured by international documents with the Convention Relative to the Statute of Refugees 1951 and the Protocol of 1967, in the regional scope this protection is guaranteed by the Declaration of Cartagena and in Brazil by Law nº 9.474/97. Based on this assumption, the present article seeks to present the relevance of expanding and standardizing this definition and protection for people who are forced to migrate not only for reasons of persecution, but also because they are in situations of vulnerability and need the assistance of international organizations and other states, for example, forced migration for environmental causes, which could be called "environmental refugees. Thus, it is necessary to have knowledge about the concept of refugee at the international, regional and national levels. After discussing these concepts, the concept of "environmental refugees" will be presented and discussed in order to demonstrate its relevance in being standardized in the international system. Finally, a study of the case of Haitian migration to Brazil will be carried out starting in 2010.
