"Fechamento das fronteiras" na pandemia de Covid-19: o que a Portaria Interministerial nº 652/2021 quer dizer sobre a migração venezuelana

Resumo: | This article sought to analyze the institutional discourse of the Interministerial Ordinance nº 652/2021, one of the more than 30 (thirty) ordinances that determine restrictions on entry into Brazil, commonly called "border closure", issued in the context of the COVID-19 pandemic. 19, based on the following guiding questions: 1) Does Interministerial Ordinance No. 652/2021 impose arbitrary restrictions on Venezuelan immigrants? and 2) what is Brazil's institutional discourse regarding the content of Interministerial Ordinance nº 652/2021? This is a qualitative research, of an empirical-deductive nature, which uses the procedures of bibliographic and documentary research and some methodological tools of Semiolinguistic Discourse Analysis proposed by Charaudeau (2001). It appears that imposing greater restrictions on Venezuelan nationals, providing for their specific exclusion, the Interministerial Ordinance translates into an express policy and guideline promoted by the Brazilian institutional discourse, in order to be indiscriminately reproduced by the discursive practices constant in this society, all of this the result of a fabrication of opinion, conceptualized by Charaudeau (2015), as a discourse of the elites. In its elaboration, there was the construction of a discourse for the production of established and reproduced influence as a way of keeping the field of power moved as a mechanism of rejection of the other. In this sense, because it is a collegiate voice (polyphony), it is concluded that it is a policy that institutionalizes xenophobia. |

In this sense, because it is a collegiate voice (polyphony), it is concluded that it is a policy that institutionalizes xenophobia.O presente artigo busca analisar o discurso institucional da Portaria Interministerial nº 652/2021, uma das mais de 30 (trinta) portarias que determinam restrições à entrada no Brasil, comumente chamadas de “fechamento de fronteiras”, emitidas no contexto da pandemia de Covid-19, partindo-se das seguintes questões norteadoras: 1) A Portaria nº 652/2021 impõe restrições arbitrárias com relação aos imigrantes venezuelanos? 2) Qual o discurso institucional do Brasil diante do conteúdo dessa portaria? Trata-se de pesquisa qualitativa, de natureza empírico-dedutiva, que utiliza os procedimentos das pesquisas bibliográfica e documental e algumas ferramentas metodológicas da Análise Semiolinguística do Discurso propostas por Charaudeau (2001). Verifica-se que, ao impor maiores restrições aos nacionais da Venezuela, prevendo sua exclusão específica, a Portaria Interministerial traduz-se em uma política e diretriz expressa promovida pelo discurso institucional brasileiro, a fim de ser reproduzida indiscriminadamente pelas práticas discursivas constantes nessa sociedade, tudo isso fruto de uma fabricação de opinião. Na sua elaboração ocorreu a construção de um discurso para a produção de influência estabelecida e reproduzida como forma de manter o campo de poder movido como um mecanismo de rejeição do outro.
