“nothing about us without us”: assistive technology and user studies of visually impaired people in university libraries

Resumo: The creation of international legislation in order to ensure the rights of people with disabilities had repercussions on the development of laws, ordinances, decrees and other legal instruments at the national level in several countries. Although there is a history of legislation in favor of people with disabilities, the social inclusion of this group was delayed in several countries, especially in the educational sphere. The issue of accessibility, in the planning of libraries, with emphasis on university students, is often not considered in this initial phase, being only thought of when a person with a disability seeks face-to-face service. In this direction, the functions of Assistive Technology resources are added as methodologies, instruments or equipment to mediate access to information for users with visual impairments and their contribution to making the university library truly an inclusive space. However, the existence of several determining factors, including the presence of architectural, attitudinal and informational barriers, widen the distance between libraries and people with visual impairments or establish a superficial bond, in which products and services are emphasized, while user needs are often not consulted and are rarely addressed. This study aimed to identify, in the literature of user studies, the perceptions of people with visual impairments about the Assistive Technology resources present in university libraries. As a theoretical framework, aspects related to the historical path of attempts to include people with disabilities in society, the importance of Assistive Technology resources, with emphasis on university libraries, for the accessibility and social inclusion of people with disabilities in higher education and the user studies as a way of evaluating the satisfaction of the visually impaired person in relation to the use of Assistive Technology resources in university libraries. As methodological procedures, a literature review was carried out in five databases: Reference Databases of Articles in Information Science, Scientifc Electronic Library Online, Brazilian Portal of Open Access Scientific Publications and Data, Scopus and Web of Science, in which articles and reference articles that addressed the researched topic were selected. As a result, it was found that studies of users of people with visual impairments in university libraries are still scarce and that the Assistive Technology resources present in these spaces do not always contemplate the informational needs of this public. It is considered the need to carry out more in-depth future studies with people with visual impairments, reinforcing and fulfilling the motto “Nothing about us without us” and making them protagonists so that they are, in fact, benefited and included in the information society.

Si bien existe un historial de legislación a favor de las personas con discapacidad, la inclusión social de este grupo se retrasó en varios países, especialmente en el ámbito educativo. El tema de la accesibilidad, en la planificación de las bibliotecas, con énfasis en los estudiantes universitarios, muchas veces no se considera en esta fase inicial, solo se piensa cuando una persona con discapacidad busca atención presencial. En este sentido, se suman las funciones de los recursos de Tecnologías Asistencias como metodologías, instrumentos o equipos para mediar el acceso a la información de los usuarios con discapacidad visual y su contribución a hacer de la biblioteca universitaria un espacio verdaderamente inclusivo. Sin embargo, la existencia de varios factores determinantes, entre ellos la presencia de barreras arquitectónicas, actitudinales e informativas, amplían la distancia entre las bibliotecas y las personas con discapacidad visual o establecen un vínculo superficial, en el que se enfatizan los productos y servicios, mientras que las necesidades de los usuarios muchas veces no se abordan. consultados y raramente abordados. Como procedimientos metodológicos, se realizó una revisión bibliográfica en cinco bases de datos: Bases de Datos de Referencia de Artículos en Ciencias de la Información, Scientifc Electronic Library Online, Portal Brasileño de Publicaciones y Datos Científicos en Acceso Abierto, Scopus y Web of Science, en las que se encontraron artículos y artículos de referencia que abordaban el tema investigado fueron seleccionados. Como resultado, se constató que los estudios de usuarios de personas con discapacidad visual en las bibliotecas universitarias aún son escasos y que los recursos de Tecnología Asistencia presentes en estos espacios no siempre contemplan las necesidades de información de este público. Se considera la necesidad de realizar futuros estudios más profundos con las personas con discapacidad visual, reforzando y cumpliendo el lema “Nada de nosotros sin nosotros” y haciéndolos protagonistas para que sean, de hecho, beneficiados e incluidos en la información sociedad.A criação de legislações internacionais com o intuito em assegurar os direitos das pessoas com deficiência repercutiu no desenvolvimento de leis, portarias, decretos entre outros instrumentos legais, no âmbito nacional, em diversos países. Embora haja um percurso histórico de legislações em prol da pessoa com deficiência, a inclusão social desse grupo foi tardia em vários países, com destaque na esfera educacional. A questão da acessibilidade, no planejamento de bibliotecas, em destaque as universitárias, muitas vezes, não são consideradas nessa fase inicial sendo apenas pensada quando uma pessoa com deficiência procura o atendimento presencial. Nessa direção, adiciona-se as funções dos recursos de Tecnologia Assistiva como metodologias, instrumentos ou equipamentos de mediação ao acesso à informação para os usuários com deficiências visuais e a sua contribuição para que a biblioteca universitária seja realmente um espaço inclusivo. Entretanto, a existência de diversos fatores determinantes, entre eles, a presença de barreiras arquitetônicas, atitudinais e informacionais ampliam o distanciamento entre as bibliotecas e as pessoas com deficiências visuais ou estabelecem um vínculo superficial, no qual são enfatizados os produtos e os serviços, enquanto as necessidades do usuário muitas vezes não são consultadas e poucas vezes são contemplados. Este estudo teve como objetivo identificar, na literatura de estudos de usuários, as percepções das pessoas com deficiências visuais sobre os recursos de Tecnologia Assistiva presentes nas bibliotecas universitárias. Como marco teórico foram abordados aspectos relacionado ao percurso histórico de tentativas de inclusão da pessoa com deficiência na sociedade, a importância dos recursos de Tecnologia Assistiva, com ênfase nas bibliotecas universitárias, para a acessibilidade e inclusão social da pessoa com deficiência no ensino superior e os estudos de usuários como forma de avaliação da satisfação da pessoa com deficiência visual em relação a utilização dos recursos de Tecnologia Assistiva nas bibliotecas universitárias. Como procedimentos metodológicos foram realizados uma revisão de literatura em cinco bases de dados: Bases de Dados Referenciais de Artigos em Ciência da Informação, Scientifc Eletronic Library Online, Portal Brasileiro de Publicações e Dados Científicos de Acesso Aberto, Scopus e Web of Science, no qual foram selecionados artigos e artigos de referência que abordavam sobre a temática pesquisada. Como resultados constatou-se que, ainda são escassos os estudos de usuários das pessoas com deficiências visuais nas bibliotecas universitárias e que os recursos de Tecnologia Assistiva presente nesses espaços, nem sempre contemplam as necessidades informacionais desse público.
