The technical schools of the Paula Souza Center in the state of São Paulo are one of the most graduated schools for the labor market, both for industry, commerce and agriculture, which is essential for economic sectors, so it needs focus on elements of information environment (technology, information and people) in order to work well. In this way, it is important to provide an information culture among people who take part in this environment. The general goal of this work is to address School Management and Information Culture. In view of this, the research has essence on the people's perspective as being essential to Information Management and Culture. The main objective of the research is to consider the aspects that establish Information Culture in school management. The methodological procedures used were bibliographic research, which has allowed the production of a framework which encourages information culture, in other words, presents a desired information behavior as well as tactics used by leaders in order to manage behaviors. The results showed that people, technology and information are key elements in producing knowledge and assisting in decision-making. In this way, the framework allows tactics and desired information behaviors within school environment.
