Organic information in the era of digital health: the treatment of electronic records in hospitals in Brazil and Spain

Resumo: | The objective is to present the management of advanced technologies for the production, circulation, storage, and access to organic health information in Brazilian and Spanish hospitals in the context of the digital society. Clinical registries guide the operation of organizations that produce health services, subsidize the formulation of public policies and the equipment of nations to face pandemics. The application of the electronic medical record associated with new concepts of digital health is recommended. The use of file functions applied to the management of electronic medical record is defended as one of the advanced technologies, understanding them as a set of physical and intellectual principles, techniques and procedures for the treatment and organization of organic information, consequently, of products and services. information services. The study was conceived in two stages and is exploratory and descriptive, with a quantitative and qualitative approach, of a bibliographic, documentary, survey, and empirical type. Content analysis and descriptive statistics techniques were applied to 11 statements from Group I and two questions from Group II of the questionnaire among 22 and 13 respondents from 10 and 11 hospitals in Brazil and Spain, respectively. If, on the one hand, the results found reveal that the information services of the organizations that produce health services in Spain seem to be more structured than those of Brazil, on the other hand, the percentages of both samples reveal the low adherence related to the production tools, circulation, exchange and access to organic information; and management practices for electronic medical record. The results show some obstacles and that these can be minimized to promote innovation opportunities in electronic medical record management and the effectiveness of national systems. This innovation in management depends on the incorporation of archival functions to the treatment and organization of these records and to the subsystems of information products and services. The complexity of the health reality in Brazil and Spain requires a systemic understanding that implies a capillary organization through a structure of complex networks established in the configuration of the health systems of both countries together with civil society. The qualification of the information services of these organizations that produce health services covers the awareness of the professionals involved in the execution of a multidisciplinary work for the treatment and organization of the organic information in health, since these represent the input for the scope of the governance of the national system of health systems. The eradication of inequalities in access to organizations that produce health services on planet Earth depends on the understanding of managers and the multidisciplinary health team to incorporate the habitus of treatment and organization of organic information as a public good for the achievement of the dimensions of the sustainable development: economic, social, and environmental, as recommended by the 2030 Agenda. |

Los registros clínicos orientan el funcionamiento de las organizaciones productoras de servicios de salud, subsidian la formulación de políticas públicas y el equipamiento de las naciones para enfrentar pandemias. Se recomienda la aplicación de la historia clínica digital asociada a nuevos conceptos de salud digital. Se defiende el uso de funciones de archivo aplicadas a la gestión de registros electrónicos de salud como una de las tecnologías avanzadas, entendiéndolas como un conjunto de principios, técnicas y procedimientos físicos e intelectuales para el tratamiento y organización de la información orgánica, en consecuencia, de productos y servicios informativos. ¿Se cuestiona cómo los hospitales brasileños y españoles gestionan los registros electrónicos de salud? El estudio fue concebido en dos etapas y es exploratorio y descriptivo, con enfoque cuantitativo y cualitativo, de tipo bibliográfico, documental, de encuesta y empírico. Se aplicaron técnicas de análisis de contenido y estadística descriptiva. Si, por un lado, los resultados encontrados revelan que los servicios de información de las organizaciones productoras de servicios de salud en España parecen estar más estructurados que los de Brasil, por otro lado, los porcentajes de ambas muestras revelan la baja adherencia relacionada con las herramientas de producción, circulación, intercambio y acceso a información orgánica; y, las prácticas de gestión para registros electrónicos de salud. Los resultados muestran algunos obstáculos y que estos pueden minimizarse para promover oportunidades de innovación en la gestión de registros electrónicos de salud y la efectividad de los sistemas nacionales. Esta innovación en la gestión depende de la incorporación de funciones archivísticas al tratamiento y organización de estos registros y a los subsistemas de productos y servicios de información. La complejidad de la realidad sanitaria en Brasil y España exige una comprensión sistémica que implica una organización capilar a través de una estructura de redes complejas establecidas en la configuración de los sistemas de salud de ambos países junto con la sociedad civil. La calificación de los servicios informativos de estas organizaciones productoras de servicios de salud abarca la concienciación de los profesionales involucrados en la ejecución de un trabajo multidisciplinario para el tratamiento y organización de las informaciones orgánicas sanitarias, ya que estas representan el insumo para el alcance de la gobernanza del sistema nacional de salud. La erradicación de las desigualdades en el acceso a organizaciones productoras de servicios de salud en el planeta Tierra depende de la comprensión de los gestores y del equipo multidisciplinario de salud para incorporar el habitus de tratamiento y organización de la información orgánica como bien público para el logro de las dimensiones del desarrollo sostenible: la económica, la social y la ambientales, tal y como recomienda la Agenda 2030.O objetivo é apresentar a gestão das tecnologias avançadas de produção, circulação, armazenamento e acesso às informações orgânicas em saúde dos hospitais brasileiros e espanhóis no contexto da sociedade digital. Os registros clínicos orientam o funcionamento dos organismos produtores de serviços de atenção à saúde, subsidiam a formulação das políticas públicas e o aparelhamento das nações para o enfrentamento de pandemias. É recomendável a aplicação dos registros eletrônicos em saúde associada aos novos conceitos de saúde digital. Defende-se o uso das funções arquivísticas aplicadas à gestão dos registros eletrônicos em saúde como uma das tecnologias avançadas, compreendendo-as como o conjunto de princípios, técnicas e procedimentos físicos e intelectuais para o tratamento e organização das informações orgânicas, consequentemente, dos produtos e serviços informacionais. Questiona como os hospitais brasileiros e espanhóis gerenciam os registros eletrônicos em saúde? O estudo foi idealizado em duas etapas e é exploratório e descritivo, abordagem quanti-qualitativa, dos tipos bibliográfico, documental, de levantamento e empírico. As técnicas de análise de conteúdo e estatística descritiva foram aplicadas em 11 assertivas do Grupo I e em duas questões do Grupo II do questionário entre 22 e 13 respondentes inseridos em 10 e 11 hospitais do Brasil e Espanha, respectivamente. Se por um lado, os resultados encontrados revelam os serviços informacionais dos organismos produtores de serviços de atenção à saúde da Espanha parecerem está mais estruturados que os do Brasil, por outro, os percentuais de ambas as amostras revelam a pouca adesão relacionados para as ferramentas de produção, circulação, compartilhamento e acesso às informações orgânicas; e, às práticas de gestão para os registros eletrônicos em saúde. Os resultados imprimem alguns obstáculos e que esses podem ser minimizados a promover oportunidades de inovação na gestão dos registros eletrônicos em saúde e na eficácia dos sistemas nacionais. Esta inovação na gestão é dependente da incorporação das funções arquivísticas ao tratamento e organização destes registros e aos subsistemas de produtos e serviços informacionais. A complexidade da realidade da saúde no Brasil e na Espanha exige uma compreensão sistêmica que implica uma organização de forma capilarizada por meio de uma estrutura de redes complexas instituídas na configuração dos sistemas de saúde de ambos os países em conjunto com a sociedade civil. A qualificação dos serviços informacionais destes organismos produtores de serviços de atenção à saúde abrange a sensibilização dos profissionais envolvidos a execução de um trabalho multidisciplinar para o tratamento e organização das informações orgânicas em saúde, pois essas representam o insumo para o alcance da governança dos sistemas nacionais de saúde.
