Resumo: Is the formation of consensus around public policies, in their various phases and among their various actors, relevant to their success or failure? This article aims to analyze the relationship between public policy and consensus, with attention to “street-level bureaucrats” and recipients, and provide a proposal based on the consensual approach method. The text develops in three parts. The first enunciates general lines about public policies, necessary to understand the theme. Next, the public policy cycle will be addressed, with its multiple stages and actors, and the relevance of bringing “frontline bureaucrats” and beneficiaries to all its phases. Finally, the consensual approach method is investigated, through examples of application in Brazil, and its use is proposed to formulate, implement and evaluate public policies.
