Challenges of the discretionary action of the Street Level Bureaucrats in the implementation of a housing program in small municipalities

Resumo: Despite the growing interest of researchers on the formulation and implementation of public policies, many issues need to be analyzed and better understood. In this study we sought to identify and analyze the participation of street-level bureaucrats in the implementation of the ‘Programa Lares Habitação Popular’, executed in partnership with the ‘Programa Minha Casa, Minha Vida, in municipalities with up to 50,000 inhabitants, trying to understand if, and how, bureaucrats influenced the implementation of the housing policy in Minas Gerais. The study was based on the policy cycle and the discretionary power of street-level bureaucrats. The informations that enabled the preparation of this work were collected from local agents, twenty mining towns, and state, in the state housing company, through interviews with semi-structured scripts. The results showed that the street-level bureaucrats, by institutional and personal limitations, not effectively exercise the discretion that permeate them.

En este estudio hemos tratado de identificar y analizar la participación de los burócratas a nivel de calle en la ejecución del ‘Programa Lares Habitação Popular’, que se ejecuta en sociedad con el ‘Programa Minha Casa, Minha Vida’, en municipios de hasta 50.000 habitantes, tratando de entender si, y cómo, burócratas influido en la aplicación de la política de vivienda en Minas Gerais. El estudio fue fundamentado a partir de los temas de implementación (policy cycle) y el poder discrecional que involucra la actuación de los street-level bureaucrats. La información que permitió la elaboración de este trabajo se obtuvieron de los agentes locales, veinte ciudades mineras, y el estado, la empresa estatal de vivienda, a través de entrevistas con los scripts semi-estructurados. Los resultados mostraron que los burócratas a nivel de calle, por las limitaciones institucionales y personales, no ejercen efectivamente la su discreción.A despeito do crescente interesse de pesquisadores sobre formulação e implementação de políticas públicas, muitas questões precisam ser analisadas e melhor compreendidas. Neste estudo buscou-se identificar e analisar a participação dos burocratas de nível de rua na implementação do Programa Lares Habitação Popular, executado em parceria com o Programa Minha Casa, Minha Vida, em municípios com até 50 mil habitantes, buscando compreender se, e como, os burocratas influenciaram a implementação da política habitacional em Minas Gerais. O estudo foi fundamentado a partir dos temas de implementação (policy cycle) e o poder discricionário que envolve a atuação dos street-level bureaucrats.  As informações que possibilitaram a elaboração deste trabalho foram coletadas junto a agentes municipais, de vinte cidades mineiras, e estaduais, da companhia de habitação estadual, por meio de entrevistas com roteiros semiestruturados.
