DECENT WORK ATTACHED TO ENVIRONMENTAL PRESERVATION: A REVIEW OF THE GREEN JOBS PROGRAM

Resumo: This paper aims to conduct a review about the program "green jobs" of the International Labour Organization. Thereunto, the program bases will be checked: the environment protection and the promotion of decent work. Decent work is grounded on the protection of the minimum worker rights, based on the principle of human dignity, presenting a challenge to society to ensure employment in decent conditions and achieve social inclusion of the mass that is marginalized. Thus, the green jobs program combines two challenges to society in the twenty-first century, social inclusion and environmental preservation, since it seeks to create jobs linked to a concern with the environmental crisis that is being faced, guided by promoting sustainable development. To achieve the proposed objectives, the deductive method of approach has been used, since it is initially investigated the perspective of sustainable development and decent work, for later review the green jobs program. The procedure method is the monograph and the research technique will be the bibliographic. As a conclusion, it was found that it is quite possible to harness environmental protection and the employment promotion, requiring initiatives from the state and civil society.

Para tanto, serão verificadas as bases do programa: a proteção do meio ambiente e a promoção do trabalho decente. O trabalho decente funda-se na proteção aos direitos mínimos do trabalhador, norteados princípio da dignidade da pessoa humana, apresentando-se como um desafio à sociedade a fim de garantir emprego em condições dignas e realizar a inclusão social da massa que se encontra marginalizada. Assim, o programa empregos verdes alia dois desafios impostos à sociedade no século XXI, a inclusão social e a preservação ambiental, posto que busca criar empregos atrelados a uma preocupação com a crise ambiental que vem sendo enfrentada, pautado pelo fomento ao desenvolvimento sustentável. Para atingir os objetivos propostos, utilizou-se do método de abordagem dedutivo, vez que é averiguada inicialmente a perspectiva do desenvolvimento sustentável e do trabalho decente, para posteriormente analisar o programa empregos verdes. O método de procedimento será o monográfico e a técnica de pesquisa será a bibliográfica.
