ERADICATION OF UNDER-REGISTRATION AS A PUBLIC POLICY: THE CASE OF THE STATE OF AMAPÁ

Resumo: | Access to the Civil Registry of Birth provides not only access to public policies but also recognition as a person with rights, a name, and an identity. Under-registration, however, was only steadily eradicated after the enactment of Decree No. 6.289, of December 6, 2007, which established a national policy with objectives to be achieved in 10 years, between 2008 and 2018. The aim of this research is to analyze the situation regarding the eradication of civil under-registration in the state of Amapá, from the perspective of government public policy, as well as the civil registration figures published by the Brazilian Institute of Geography and Statistics (IBGE). This research is characterized as descriptive and exploratory, with a quantitative approach and technical procedures of survey and documentary research. It uses a census-type sample made up of the civil registration numbers of births in all municipalities in the state of Amapá. As a result of the research, it was found that the state of Amapá is close to eradicating civil under-registration if it continues to invest in ways to guarantee effective civil registration for the entire community. The problem highlighted has received due attention from the state in the implementation of public policy aimed at eradicating civil under-registration of the vulnerable population, resulting in the social inclusion of these individuals. |

O sub-registro, no entanto, só passou a ter níveis constantes de erradicação após a promulgação do Decreto nº 6.289, de 6 de dezembro de 2007, que instituiu uma política nacional com objetivos a serem alcançados em dez anos, entre 2008 e 2018. Esta pesquisa tem como objetivo analisar a situação da erradicação do sub-registro civil no estado do Amapá, na perspectiva da política pública governamental, bem como os números do registro civil divulgados pelo Instituto Brasileiro de Geografia e Estatística (IBGE). Caracteriza-se como pesquisa descritiva e exploratória, com abordagem quantitativa e procedimentos técnicos de levantamento e pesquisa documental. Utiliza amostra do tipo censitária constituída pelos números de registro civil de nascimento de todos os municípios do estado do Amapá.
