Federalism, decentralization and educational planning: challenges to the municipalities

Resumo: Brazilian municipalities have a long history of educational service. However, since 1996, with the approval of the Fund for Maintenance and Development of the Fundamental Education – Fundef –, there was a massive increase in this process. This paper aims to analyze some causes and effects of this increased responsibility with regard to their planning and fi nancing capacity. Will the municipalities have the financial resources, and management and planning tools to meet the new challenges? Are the federal mechanisms that maintain this pattern of educational provision, in particular the Fund for the Maintenance and Development of Basic Education and for the Appreciation of Education Professionals – Fundeb – sustainable? The results point to the need to establish permanent mechanisms to ensure the effective collaboration of the federated entities, with an increase of the Union’s role in the funding and technical support regarding planning and evaluation.

Sin embargo, a partir de 1996, con la aprobación del Fondo de Mantenimiento y Desarrollo de La Enseñanza Fundamental – Fundef –, hubo un enorme incremento de este proceso. El presente trabajo tiene por objetivo analizar algunas causas y efectos de este aumento de responsabilidad en lo referente a su capacidade de planifi cación y de financiación. ¿Tendrán los municipios recursos fi nancieros e instrumentos de gestión y planifi cación para atender los nuevos desafíos? Los mecanismos federativos que mantienen ese padrón de oferta educativa, en especial Fondo de Mantenimiento y Desarrollo de la Educación Básica y de Valorización de los Profesionales de la Educación – Fundeb –,¿son sustentables? Los resultados muestran la necesidad de construir mecanismos permanentes que aseguren la colaboración efectiva de los entes federados, con ampliación del papel de la Unión en la fi nanciación y en el soporte técnico relativo a la planificación y a la evaluación.Os municípios brasileiros têm uma longa história de atendimento educacional. Contudo, a partir de 1996, com a aprovação do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental – Fundef –, houve um enorme incremento desse processo. O presente trabalho tem por objetivo analisar algumas causas e efeitos desse aumento de responsabilidade no que se refere à sua capacidade de planejamento e de financiamento. Terão os municípios recursos financeiros e instrumentos de gestão e planejamento para atender os novos desafios? Os mecanismos federativos que mantêm esse padrão de oferta educacional, em especial o Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação – Fundeb –, são sustentáveis?
