Educational functions of e-parliaments: a longitudinal analysis of the Brazilian case

Resumo: This article aims to analyse the Brazilian Legislative websites at state level (Legislative Assemblies), observing, for illustrative purposes, the National Congress (Chamber of Deputies and Federal Senate), in relation to the legislative functions: legislation, legitimation, representation, scrutiny, education, and participation. The investigation focuses on comparing the performance of these websites between 2014 and 2016, regarding how socioeconomic and political factors influence the index of each function mentioned above. The results indicate that, contrary to expectations, there was no lessening of the digital divide, especially in relation to the educational functions of e-parliaments.

La investigación se centra en la comparación de los sitios web en los años 2014 (comienzo de las legislaturas) y 2016, preocupándose de comprobar la influencia de los factores socioeconómicos y políticos en los índices, así como su evolución a lo largo de este período. Los resultados indican que, contrariamente a lo esperado, no hubo atenuación de la fractura digital, especialmente en relación con las funciones educativas de los e-parlamentos.Cet article présente une analyse des sites législatifs brésiliens au niveau subnational (Assemblées législatives des états), n’observant ceux du Congrès (Chambre des députés et Sénat)qu’à titre illustratif. Il tient compte des fonctions exercées par les parlements, telles que celles concernant la législation, la légitimité, la représentation, la supervision, l’éducation et la participation. La recherche se concentre sur la comparaison des sites législatifs des années 2014 (le début des législatures) et 2016 pour vérifier l›influence de facteurs socio-économiques et politiques sur les indices ainsi que son évolution au cours de cette période. Les résultats indiquent que, contrairement aux attentes, il n›y a eu aucune atténuation de la fracture digitale, en particulier en ce qui concerne les fonctions éducatives des parlements électroniques.O presente artigo objetiva apresentar a análise dos websites legislativos brasileiros em nível estadual (assembleias legislativas), observando de modo ilustrativo o Congresso Nacional (Câmara dos Deputados e Senado Federal), tendo em vista as funções exercidas pelos parlamentos, tais como as de legislação, legitimação, representação, supervisão, educação e participação. A investigação se concentra em comparar os websites nos anos de 2014 (início das legislaturas) e 2016, preocupando-se em verificar a influência de fatores socioeconômicos e políticos sobre os índices, bem como sua evolução ao longo desse período.
