External evaluation and management of early childhood education in the city of Teresina, Piauí

Resumo: | The current article aims to analyze the relationship between the children’s education policy management in the county of Teresina, Piauí, and the currently meritocratic logic present in this policy. The study contemplated the execution of a bibliographical and documental research and, in addition to that, it turned to the use of a semistructured interview in order to collect complementary data on the investigated reality. With the comprehension that the local reality is articulated with, and demands a vision of the whole, it’s also discussed the management models sustained by the managerial perspective, aspects that oriented the State reform. This reform has been occuring at both national and local levels, such as the case of the investigated county. This allows the reproduction, in the children’s education management in Teresina, of the management models oriented by the managerial perspective, accountability, and the New Public Management. |

El estudio utilizó la investigación bibliográfica y documental y, además, el uso de entrevistas semiestructuradas para recoger datos sobre la realidad investigada. Partiendo del entendimiento de que la realidad local está articulada y requiere una visión de totalidad, se discuten modelos de gestión en la perspectiva gerencial, que orientan la reforma del Estado, tanto a nivel nacional como en el municipio de Teresina. En este contexto, los modelos de gestión guiados por el gerencialismo también se reproducen en la gestión de la educación infantil en Teresina, por la accountability y la nueva gestión pública.O presente artigo analisa a relação entre a gestão da política de avaliação na educação infantil no município de Teresina, Piauí, e a lógica da meritocracia dessa política. O estudo recorreu à pesquisa bibliográfica e documental e, complementarmente, à utilização da entrevista semiestruturada para coleta de dados sobre a realidade investigada. A partir da compreensão de que a realidade local se articula e exige uma visão de totalidade, são discutidos os modelos de gestão na perspectiva gerencial, que orientam a reforma do Estado tanto em âmbito nacional quanto municipal em Teresina.
