The present work intends to discuss only one point of the PL 2633-A/2020 that, approved in the Chamber of Deputies, is scheduled for discussion in the Senate. This PL intends to change the land regularization brought by Law nº 11.952, of 06/25/2009, and to extend to the whole country the which, until then, was restricted to the scope of the Legal Amazon. This debate becomes extremely important, especially in the current political period, where it is periodically reported that structural alterations of supervisory bodies with the clear intention of favoring a specific portion of rural producers (who are not small), with the discourse that accompanies the history of our country since its 'birth' of 'debureaucratization of the legitimation of rural properties', 'debureaucratization of land regularization' and 'speed in processes’ to do so. However, by concatenating all Laws, Normative Instructions, Provisional Measures, Codes Legal, it can be seen that the rule for the attempt to organize the land network Brazilian society changes its time frame and strategy whenever the political scenario changes. changes, making the subject dark and a tangle of rules that makes it increasingly difficult access for small rural producers, threatening traditional and indigenous communities. For all these reasons, this monograph intends to discuss the requirement of only one CAR (Rural Environmental Registry) active so that a request for regularization of an area of ​​possession. Using a tool, still without inspection of most of its registers is to accept barbarism, expand disputes in the countryside and foment violence in a territory so massacred and little discussed. Therefore, the importance of bringing up debates on the impacts of any and all proposed changes at any time is essential, both in terms of academic field, but mainly in practice. This is what this monograph proposes to do.
