FDV Election Observation Mission The control, by the Electoral Justice, of the use and impact of social networks in the electoral process (art. 1, item V, of TSE Ordinance No. 651 of July 13, 2022) 11 THE CONTROL, BY THE ELECTORAL JUSTICE, OF THE USE AND IMPACT ON SOCIAL NETWORKS IN THE ELECTORAL PROCESS: evaluation of the methods and results obtained with the construction of maps and presentation of improvement proposals. I. ASSUMPTIONS This Report brings the contribution of the Electoral Observation Mission of the Vitória Law School – FDV, accredited by art. 1st, Inc. V, of the TSE Ordinance nº 651 of July 13, 2022, within the framework of the Project “Control, for Justice Electoral, the use and impact of social networks in the electoral process”. As noted in the text of the proposal, the Electoral Observation Mission – MOE, the from the Coordination of the State and Constitution Research Group (GEPE&C), linked to the Graduate Program in Law at the Faculty of Law of Vitória (PPGD- FDV), located in the city of Vitória, Espírito Santo, Brazil, within the scope of the Observatório Digital Democracy –. the activity developed was based on the assumption that the Revolution of Internet, in particular with regard to the so-called “new information technologies and communication (NICTs)”, has profoundly impacted the democratic processes around of the world, in addition to other areas of contemporary society. The novelties brought initially pointed to possibilities of quantification and qualification of liberal democracies, around what he identified as electronic democracy, cyberdemocracy etc, however, in sequence, the experience began to point to negative repercussions due to the uses and practices, in particular, of social platforms, as was made explicit from, particularly, of the “Cambridge Analytica case” and electoral processes that took place since the middle of the past decade.
