Resumo: It deals with the analysis of disobedience to unjust traffic rules and those of risk. Of particular note are the characterizing elements of Michael Walzer's civil disobedience as an act of group or collective act, against a law or policy and not against the state, for very strong moral or political reasons, the existence of publicity and non-violence, being that these acts may be different from the contested norm, and may be classified as indirect civil disobedience. Unjust traffic rules and risk traffic rules are those relating to the installation of speed reducing equipment in hazardous locations, those requiring toxicology examination and those dealing with the circulation of bicycles on the edges of the running track. We use the bibliographical research and the concepts of justice in John Rawls and of risk in Rafaelle de Giorgi. It follows that the disobedience to these traffic rules occurs through protests blocking vehicular or pedestrian traffic, like indirect civil disobedience and they possess the elements characterizing of the civil disobedience in Michael Walzer

Destacam-se os elementos caracterizadores da desobediência civil em Michael Walzer, como um ato de grupo ou ato coletivo, contra uma lei ou política e não contra o Estado, por razões morais ou políticas muito fortes, existência de publicidade e a não violência, sendo que esses atos podem ser diversos da norma contestada, classificando-se em desobediência civil indireta. São consideradas normas de trânsito injustas e normas de trânsito de risco aquelas referentes à instalação de equipamentos redutores de velocidade em locais de risco, as que exigem exame de toxicologia e as que tratam da circulação de bicicletas nos bordos da pista de rolamento. Utiliza-se a pesquisa bibliográfica e os conceitos de justiça em John Rawls e de risco em Rafaelle De Giorgi.
