Cooperative Strategies: evaluating network strategy management of small and medium-sized enterprises

Resumo: Network formation aiming the development of cooperation among small and medium-sized companies has received increasing interest from the organizational field. Recent studies have been devoted to understand the management of those networks, deepening the collective aspects of the structure, the coordination, and the processes, among others. This article lies within the context of network strategy management progress and tries to understand how cooperative strategies are developed and executed. Its main objective is to evaluate to what degree the cooperative strategies in networks of small and mid-sized firms are developed. The study was based on the theoretical evaluation of networks proposed by Bortolaso et al. (2010) and addressed different aspects of cooperative strategy management in those networks, like i) the definition of common strategic objectives, ii) the collective analysis of the environment, iii) strategic network planning, iv) the deployment of the strategy in joint actions, v) monitoring of strategic planning by means of regular meetings and vi) the establishment of collective performance indicators. To achieve those goals, our analysis focuses on cooperation networks in the State of Rio Grande do Sul, Brazil, which has already established over 200 small and mid-sized enterprise networks with the support of a public policy. To carry out our study, we visited 12 networks and conducted 60 interviews, i.e., five per network. The network evaluation results show that cooperative strategies are still at a low stage of development. Among the evaluated networks, only four of them feature more developed cooperative strategies. Based on these results, we performed detailed analyses of the seven aspects mentioned above, as well as a consolidated evaluation of the development level of the cooperative strategy of the networks, totalizing eight analyses. This article also points out how networks could be improved and highlights avenues for further research.Key words: Cooperation. Networks. Small and mid-sized firms. Cooperative strategies.

Cooperative strategies.La formación de redes con vistas al desarrollo de la cooperación entre pequeñas y medianas empresas gana un creciente interés en el campo empresarial. Estudios recientes han analizado la gestión de esas redes, profundizando en los aspectos colectivos de la estructura, de la coordinación y de los procesos, entre otros. Este artículo se incluye en el contexto de los avances sobre la gestión de las redes, con el objetivo de comprender cómo se desarrollan y ejecutan las estrategias cooperativas. Así, su principal objetivo es evaluar cómo se desarrollan las estrategias cooperativas en las redes de pequeñas y medianas empresas. El estudio se basa en los presupuestos teóricos de la evaluación de redes propuestas por Bortolaso et al. (2010), y aborda diferentes aspectos de las estrategias cooperativas en las redes de pequeñas y medianas empresas, como: i) la definición de los objetivos estratégicos comunes; ii) el análisis colectivo del ambiente; iii) la planificación estratégica de la rede; iv) el desdoblamiento de la estrategia en acciones conjuntas; v) el seguimiento de la planificación estratégica por medio de reuniones regulares; y vi) el establecimiento de indicadores de desempeño colectivo. Para alcanzar el objetivo propuesto, la unidad de análisis de este artículo se centra en las redes de cooperación del Estado de Rio Grande do Sul, estado en el que ya se han establecido más de doscientas redes de pequeñas y medianas empresas con el apoyo de una política pública. Para la realización de este trabajo se visitaron doce redes, realizándose sesenta entrevistas, cinco en cada red. Por medio de los resultados obtenidos con la evaluación de doce redes, se puede concluir que las estrategias cooperativas se encuentran aún en un nivel bajo de desarrollo. Entre las redes evaluadas, solamente cuatro gozan de un nivel elevado de desarrollo en sus estrategias cooperativas. En base a estos resultados, se han elaborado análisis detallados de los siete puntos ya mencionados anteriormente y se ha realizado también una evaluación consolidada sobre el nivel de desarrollo de la estrategia cooperativa de la red, sumando un total de ocho análisis. El artículo también identifica caminos para su mejoría y destaca espacios de conocimiento para futuras investigaciones.Palabras clave: Cooperación. Redes. Pequeñas y medianas empresas. Estrategias cooperativas. A formação de redes visando ao desenvolvimento de cooperação entre pequenas e médias empresas tem recebido crescente interesse no campo organizacional. Estudos recentes se dedicaram a compreender a gestão dessas redes, aprofundando os aspectos coletivos da estrutura, da coordenação e dos processos, entre outros. Este artigo se insere no contexto de avanços sobre a gestão da estratégia das redes, buscando compreender como são desenvolvidas e executadas as estratégias cooperativas. Assim, seu principal objetivo é avaliar como se encontram desenvolvidas as estratégias cooperativas nas redes de pequenas e médias empresas. O estudo tomou como base os pressupostos teóricos da avaliação de redes propostos por Bortolaso et al. (2010) e abordou diferentes itens da gestão da estratégia cooperativa nas redes de pequenas e médias empresas, como: i) a definição dos objetivos estratégicos comuns; ii) a análise coletiva do ambiente; iii) o planejamento estratégico da rede; iv) o desdobramento da estratégia em ações conjuntas; v) o acompanhamento do planejamento estratégico por meio de reuniões periódicas; e o vi) estabelecimento de indicadores de desempenho coletivo. Para alcançar o objetivo proposto, a unidade de análise deste artigo centra-se nas redes de cooperação do Estado do Rio Grande do Sul, onde já foram estabelecidas mais de 200 redes de pequenas e médias empresas com o apoio de uma política pública. Para a realização desse estudo foram visitadas 12 redes, sendo realizadas 60 entrevistas, cinco em cada rede. Por meio dos resultados obtidos com a avaliação de 12 redes pode-se concluir que as estratégias cooperativas ainda se encontram em um baixo estágio de desenvolvimento. Entre as redes avaliadas, apenas quatro estão em um estágio elevado de desenvolvimento de suas estratégias cooperativas. Com base nesses resultados, foram feitas análises detalhadas dos sete itens já mencionados, e ainda foi realizada uma avaliação consolidada sobre o nível de desenvolvimento da estratégia cooperativa da rede totalizando oito análises. O artigo ainda aponta caminhos para sua melhoria e destacando lacunas de conhecimento para futuras pesquisas.Palavras-chave: Cooperação. Redes. Pequenas e médias empresas. Estratégias cooperativas.
