From the Pax Britannica to the United States' Hegemony: Integrationism in the American International Conferences (1826-1906)

Resumo: In the last quarter of 19th century the United States adopted a Pan-American foreign policy aiming to enlarge its area of influence and to stimulate commercial changes with Latin-American nations. In this context, the American government, invoking the Pan-American ideals, invited all the nations of the continent to an international conference that was held in Washington en 1889. The issues were mainly economic and a tariff union was proposed, inspired in the German Zollverein. In spite of its poor results, this conference gave birth to the Union of the American Republics (origin of the Organization of American States), whose office gradually became an instrument serving American trade activities and investments.

Foi nesse contexto que o governo daquele país, invocando o ideal pan-americanista, convocou todas as nações do hemisfério para uma conferência internacional, que reuniu em Washington em 1889, com objetivos predominantemente econômicos, pois havia, até, uma proposta de união aduaneira inspirada no Zollverein alemão. Embora com escassos resultados, esta conferência criou a União das Repúblicas Americanas ( embrião da Organização dos Estados Americanos) importante do Império, desfrutando do mecenato de D. Pedro II. Nos anos subsequentes à proclamação da República, o Instituto, identificado como um órgão vinculado ao "ancien regime", sofreu um período de estagnação. O veterano grêmio, entretanto, voltaria ao primeiro plano do panorama cultural do país, após 1908, sob a liderança do Barão do Rio Branco, quando a Casa da Memória Nacional passou a se direcionar para o estudo da realidade pan-americana. Pretendo examinar esta nova fase ascendente do IHGB, que ultrapassou inclusive a gestão Rio Branco, privilegiando, em especial, as atividades do Congresso Internacional de História da América, realizada em 1922.
